Summary The Grants Management Specialist is to manage the Research & Development Grants Application Program at Portland VA Medical Center. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major Duties: Performs grant administrative work in the following areas: grant preparation and management, budgeting and financial management, and procurement and contracting for grants. Responsible for selecting and applying these national guidelines to determine compliance with the rules and regulations of Research Service at the local level. Plans, schedules, and carry out major projects concerned with the analysis and evaluation of research programs conducted at this Medical Center. Responsible for the implementation of activities associated with the VISN/Research funded Study Centers and related facility initiatives. Prepares, reviews, analyzes, and evaluates grants requests throughout the process to ensure regulatory compliance as well as compliance with reporting requirements. Conducts evaluation of the grants program, including monitoring, assessing, and ensuring compliance with all terms and conditions of the grant. Serves as a liaison with scientists, scientific affiliates, and other external customers to clarify, interpret, and resolve issues pertaining to grants. Performs final review of completed grants, makes appropriate adjustments or disallowances, processes close- outs, and ensures compliance with all regulatory and legal requirements. Conducts regular examination of various award transactions, cost reports, financial statements, and fund balances to ascertain accuracy and completeness of data. Performs all duties as assigned. Qualifications For GS-12: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Grants Management Specialist at the GS-12 grade level. This experience must have been equivalent to GS-11 grade level in Federal service. Specialized experience is working within a national-level healthcare research program conducting grant activities including grant preparation and management, budgeting and financial management, and procurement and contracting for grants.
