Office of State Resources - Land Administration
The Office of State Resources (OSTR) is responsible for the stewardship, administration and strategic management of Louisiana's publicly owned land, mineral, water and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB), the Office supports the full lifecycle of public resource management - beginning with the initial bid and contract evaluation, negotiation and title verification.
OSTR manages Louisiana's proprietary interests in minerals, water, and alternative energy on state lands and water bottoms. It oversees leasing through the State Mineral & Energy Board, ensures accurate royalty collection and audits, and expands into renewable leasing and groundwater management. By uniting mineral, land, and water stewardship, OSTR provides fiduciary oversight of public assets while developing a comprehensive water plan and integrating groundwater district functions. Its role ensures the state captures fair value from resources while safeguarding long-term sustainability.

Minimum Qualifications
Six years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes; OR
Six years of full-time work experience in any field plus three years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes; OR
A bachelor's degree plus three years of experience in property and land rights acquisition, appraisals, or relocation assistance; land title research or abstracting, land surveying or cadastral work; or oil and gas lease negotiations or land work involving plotting and location of well sites and access routes.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
This Land Specialist 4 position is located in the Minerals Unit of the Land Administration Division within the Office of State Resources in Baton Rouge, LA. The incumbent reports to the Land Manager. The incumbent may engage on a daily basis with many of the following groups: private landowners, title attorneys, professional land men, right of way agents, land managers, land abstractors, land surveyors, real estate appraisers, construction design engineers, corporate representatives, the Office of State Lands, GIS staff, attorneys with the Legal Division and the Louisiana Attorney General's Office, and other Federal, State, and local government personnel. Duties and responsibilities include, but are not limited to the following:
Primary interactive party with other state agencies, state mineral lessees, professionals from the private sector and the oil and gas industry regarding procedures for mineral leasing or transferring mineral interests in their respective properties, obtaining an interest in state mineral leases or operating agreements and agreements which may affect state mineral leases or operating agreements, including, but not limited to, statutory law requirements, form of lease or operating agreement required, other required documentation and the necessity for State Mineral and Energy Board approval of transfers or leases; oversees the interaction of Land Specialist 1 's, 2's, and 3's in such interaction.
The authority, under the Land Manager, directing Land Specialist 1's, 2's, and 3's in determining viability of releases of interests in state mineral leases with regards to the legal description of released and retained portion, acreage of released and retained portions, ownership interests required for a valid release of full interest (whether in release of entire lease or portion of lease) and timeliness of release vis-a-vis the liquidated damage clause of most state mineral leases for late release thereof.
Review documents and prepare monthly Docket Review Report and docket book for Board Members, staff and industry, check log, docket log, after lease sale reports, resolutions and lease sale figures for news press release.
Utilizes training, experience, and judgment to propose new methods of processing transfers of interests in state mineral leases and operating agreements, of analyzing and processing items requiring advertisement and approval by the State Mineral and Energy Board and interfacing with other sections, divisions, and governmental agencies on a day-to-day basis with regard to providing information derived from section activities.
As lead worker, participates in State Mineral and Energy Board monthly meetings and State Lease Sales. Leads training of Land Specialist 1 's, 2's, and 3's in producing reports and updating SONRIS data base for state lease maintenance and ownership purposes.
Other duties as assigned by the Petroleum Lands Director or Assistant Secretary.
