Department Summary:
The Lead Classified Lab Manager supports daily operations across multiple classified areas and labs and leads the MITRE Colorado Springs (COS) transition of SCIF 2, SCIF3 and other designated classified labs from the 1155 Academy Park Loop facility to the new 350 Spectrum Loop facility. The role requires strong coordination across site operations, security, corporate teams, government stakeholders, and industry partners to plan and execute complex activities in compliance with applicable security requirements and regulations as well as the ability to think creatively. Maintains operational security posture by ensuring adherence to established physical and cybersecurity policies, standards, and procedures. This position is responsible for detailed documentation, property accountability, and inventory control, including the tracking of hundreds of pieces of equipment inside and outside of classified facilities.
Roles and Responsibilities include:
Maintain an active Top-Secret clearance
Assist MITRE Colorado Springs (COS) project personnel with classified facility operations
Open and close classified facilities during normal duty hours
Assist site facility security officer, special security officers, information systems security managers/officers (ISSM/ISSO) with classified facility/IT operations and accreditation
Support Global Security Services (GSS) teams at MITRE COS facilities during corporate and government audits and inspections
Coordinate with the Facility Security Officer (FSO) for permanent and temporary badges on behalf of MITRE projects (subcontractors, sponsors, and guests)
Escort visiting personnel as required
Facilitate meetings for site leadership, project leaders, security personnel, and other stakeholders within classified spaces at MITRE COS
Reserve classified conference rooms for MITRE projects and visiting personnel
Ensure classified conference room equipment is fully operational and ready for use prior to meetings
Property management, procurement and accountability
Assume accountability of project equipment and maintain chain-of-custody documentation as required
Track equipment location, status, and movement into/out of classified spaces; maintain records to support audits and inventories
Maintain a company purchase card; manage classified equipment and subcontract purchases IAW acquisition policies
Maintain accurate equipment inventories for items installed in classified spaces
Reconcile purchases with project funding and internal tracking tools; maintain purchase invoices
Coordinate equipment installation, disposition, turn-in, or destruction activities as necessary GSS teams and relevant stakeholders
Plan and execute equipment moves and transfers associated with facility transitions ensuring proper approvals and documentation are maintained
Shipping, receiving, and package handling
Ship/receive packages using established shipping accounts and procedures
Coordinate shipping/receiving of project equipment and materials supporting classified spaces, ensuring required documentation is maintained and handling controls followed
Facility transitions, new accreditations, and network connectivity
Plan and coordinate accreditation activities for new/relocated facilities supporting designated projects, to include SCIF 2 and SCIF 3 projects
Coordinate transfer of equipment to new facilities and support transition execution with project and security stakeholders
Work with local GSS teams to establish and maintain approved Authority to Connect (ATC) between sponsor network and MITRE COS as required for project operations
Monitor power and HVAC status impacting classified spaces; coordinate repairs with facilities manager and assistant site lead during outages; notify affected project personnel of outages, impacts, and restoration timelines
Coordinate installation and removal of facility equipment with GSS team members; assist with equipment disposition/destruction when necessary
Consistently enforce policies and procedures established by the MITRE COS GSS teams
Minimum Qualifications:
Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.
Fundamental knowledge and experience with security regulations for operating classified facilities at the Top Secret/Sensitive Compartmented Information level.
Fundamental understanding of lab IT hardware and communication connections.
Ability to interface with company, government, and defense contractor personnel and provide a high level of responsiveness.
Function effectively in a dynamic, fast-paced environment.
Collaborate effectively internally and externally.
Proficiency in Microsoft and Adobe applications.
Active Top Secret clearance.
Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance
This position requires working on-site 5 days a week.
Preferred Qualifications:
DoDM 8140 IAT Level II or higher
RMF, NISPOM, and ICD 705 standards experience
Fundamental knowledge of and experience with security regulations for classified facilities operating at the Top Secret/SCI/Special Access Required levels
Familiarity and experience with MITRE tools, including S2P/Ivalua and Clarity
