We're a mission-focused financial and grant making institution looking for looking for a Grants Specialist Coordinator who will serve as a grants management expert for Housing Stability and help ensure the division complies with the Department of Administration's Office of Grants Management Policies and the Agency's grant policies and procedures. This position provides technical expertise and guidance to staff, applicants and grantees on grant Request for Proposals, due diligence, contracting, payment disbursements, monitoring and overall grant management and administration.
Essential Job Duties
Perform Housing Stability grant management and administration duties such as serving as a Subject Matter Expert (SME) on compliance and implementation of the Minnesota Department of Administration Office of Grants Management (OGM) policies and state procurement requirements.
Process payment requests and disbursements by receiving, reviewing, securing revisions, approving and processing requests. Set up payments in agency systems, working with agency Operations and Finance when needed. Collaborate with the program manager and grantees to brainstorm and negotiate resolutions.
Perform grant contracting duties such as conducting the Pre-Award Risk Assessment, receiving, reviewing and approving contract due diligence items routing, preparing contracts/contract amendments and securing contract signatures.
Support Grants Monitoring staff during monitoring periods which may include supporting internal and external monitoring communications, preparing program requirement and expenditure reports and securing/following up with grantees for additional items.
Perform Grants Management Team Member duties such as building relationships and partnering with internal staff from the Agency's Grants Management team, Legal, program managers, Operations and Finance.
Perform other duties as assigned.
Minimum Qualifications

Three (3) years of experience in financial reconciliation of administrative, grant, or loan programs or financial management experience involving evaluating, administering, accounting for, and/or monitoring of grants or loans.
A Bachelor's degree in Accounting or Finance may substitute for 12 months of experience - or - a Master's degree in the listed fields may substitute for 18 months of experience
Cultural competency is demonstrated by skills for communication and interaction across cultures and awareness of one's own world view and that different world views exist.
Knowledge and understanding of federal and state laws, regulations and policies as they relate to grant management and financial management and apply them to individual situations.
Strong financial monitoring and auditing skills, including ability to design and implement effective controls to mitigate risk.
Knowledge establishing positive working relationships with a variety of organizations and staff.
Demonstrated communication skills in writing and orally providing direction and problem-solving with individual grantees and explaining program data to staff and others in plain language.
Experience adjusting to changing priorities and managing schedules to meet timelines.
Preferred Qualifications
Knowledge of Minnesota Department of Administration's Office of Grants Management and Office of Procurement requirements, policies, and procedures.
Experience with federal grant application and management systems.
Familiarity with applicable state and federal laws, rules, regulations that relate to contracting and procurement using state and federal resources.
Knowledge and understanding working effectively with others from different backgrounds and cultures, especially staff from culturally specific serving organizations.
Physical Requirements
Requires moving office items such as file folders and small office tools.
