Summary The primary purpose of the position is to perform transportation support work for the Central Texas Veterans Healthcare System (CTVHCS). Responsibilities Major duties include, but are not limited to: Receives requests, either by telephone or in person, for the transportation of patients to and from medical appointments, therapy sessions, transfers between buildings, to and from hospital sites, and to and from local area nursing homes. Dispatches the appropriate transportation driver using a two-way radio, relaying patient's name, pick-up and destination points, special requirements, and any other pertinent information to insure the safety and comfort of the patient. Schedules and dispatches motor vehicles for use by employees. The incumbent determines the best suited available vehicle for the intended purpose and duration. Knowledgeable about and continuously researching rules, regulations, policies, and procedures (i.e CEOSH, FMR, state license requirements, GSA regulations, EPA requirements, AFV- requirements, etc.) to ensure that CTVHCS is in compliance. Incumbent will report non- compliance or inadequate reporting to higher management with recommendations for correction. Incumbent monitors documentation of this reporting for timeliness, accuracy, and effectiveness, and communicates agency and local policies and priorities to all employees utilizing vehicles and equipment in the fleet. Orders VA license plates utilizing the CEOSH website. Orders and cancels credit cards and reviews statements, checking for fraud or misuse. Incumbent reconciles monthly statements and undergoes a monthly random audit with Fiscal Service. Researches all vehicle use including, mileage, number of trips, and number of passengers, always ensuring the fleet is right sized and maintained within VA and GSA standards. Reviews billing from vendors to ensure compliance with tax exempt procedures and policies. Must be able to communicate effectively both orally and in writing with a wide range of individuals with varying levels of understanding. Interacts with all personnel of the CTVHCS as well as other government and non-government agencies, contractors, vendors, law enforcement agencies, etc. Responsible for tracking all vehicle histories from time of purchase or donation to one year past the turn-in or disposal of each vehicle or piece of equipment in accordance with credit card regulations. This includes filing all trip logs, credit card receipts, accident reports and repairs, and tracks maintenance. Incumbent will work closely with the VA police Service. Serves as timekeeper for multiple Time and Leave Units. The Transportation Clerk will be knowledgeable in multiple computer applications such as Excel, Word, Power Point, Access, Outlook, Comprehensive Automobile Reporting System (CARS), Federal/Automotive Statistical Tool yearly (FAST), GSA database, Collision Repair Accident System History (CRASH), Mileage Express, etc. Responsible for a fleet of 321 GSA and station-owned vehicles.
