DEFINITION Under the direct supervision of the Chief Group Health Insurance (GHI) or unit supervisor, this is intermediate work to ensure that active employees and retirees receive the applicable benefits provided by the Group Health Insurance (GHI) program. An employee in this class functions as the lead worker of the activities of the lower-level staff and works closely with the human resources information technology (HRIT) team to ensure the success of the GHI program. The Senior Benefits Analyst reviews, analyzes, examines, evaluates, compiles and posts highly confidential documents pertinent to health insurance. Work is reviewed through consultations, meetings, conferences, and reports on various GHI related functions.

Duties and Responsibilities:

DUTIES (NOT ALL INCLUSIVE) Works closely with HRIT to process the personnel import from the ERP system.

Investigates, researches, and resolves eligibility file issues and file discrepancies reported by carriers and HRIT. Works with all insurance carriers to correct all discrepancies on the eligibility file.

Communicates effectively with employees and HR professionals at all levels and interprets and explains the health insurance and COBRA benefits.

Works with human resource officers to accurately manage the administration of active employee benefit plans including new employees and updating records as well as policy interpretation and procedures. Explains employee benefits by conducting meetings, preparing written and graphic announcements, presentations, and explanations and responds to request for information.

Provides information about various insurance plans to active employees and retirees who are eligible to enroll in the program and determines eligibility requirement for Group Health Insurance benefits programs such as health and life insurance policies for active employees and retirees.

Enters data into the eligibility/management systems relative to active employees and retirees payroll deductions, additions, changes, and deletions which is transmitted to the Department of Finance and GERS Payroll divisions.

Maintains enrollment and other changes to the health, life, dental, and vision benefits via a variety of reporting mechanisms such as the missing deductions report, stop date, and times your salary report to ensure that premiums are deducted from employee's checks.

Conducts new hire orientation on the health insurance benefits and dependent supporting document review and follow-up, trains HR Professional on the eligibility system, and assists with the coordination of wellness and other GHI events.

Leads all functions surrounding Annual Open Enrollment, including plan design changes and presentations.

Updates policyholder records, privy to highly confidential information, and maintains confidentiality and employee confidence by keeping benefit information confidential.

Prepares weekly and monthly reports for internal and external use.

Prepares and audits invoices for all agencies for payment of their employees participation in the government insurance program.

Performs fund reconciliation of payments from various government agencies and verifies accuracies of the transactions.

Reviews reports generated by BenTek and ERP to verify payments received for all semi and autonomous agencies as well as members who have missing insurance deductions and monitors the collections activities for timely input of data into the ERP and BenTek systems.

Administers benefits, manages leave without pay (LWOP) processes and associated payments, processes evidence of insurability in accordance with plan rules.

Provides guidance to lower-level staff as necessary in the completion of daily assignments or projects.

Performs other related duties as required.
