The primary purpose of this position is to serve as a senior IT Specialist with responsibility for managing the base's LAN/WAN including the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity, and/or management of networked systems. Examples of specialized experience includes: Applying IT network systems design principles, methodologies, and approaches to the development, installation, operation, and maintenance of network services that support functional requirements; designing, developing, and integrating network systems consistent with the organization's existing or planned network infrastructures; installing and operating large/complex network programs and providing technical guidance on the designing, testing, operating, and maintaining of network programs; and analyzing functional IT network system requirements, developing supportable recommendations for enhancement, and applying a wide range of methodologies and tools. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
