The Court of Administrative Hearings (CAH) seeks to hire an Administrative Services Director-Court Administrator. CAH is the largest of three Executive Branch Courts with over seventy full-time employees located in St. Paul and Duluth. CAH hears cases involving 200 unique areas of administrative law and serves as Minnesota's workers' compensation trial court. CAH renders justice through fair, timely, and impartial hearings and by providing high-quality dispute resolution services. CAH is the only court in the state that provides this important service.
The Court Administrator is the highest-level administrative officer within the court and provides executive-level leadership for all administrative staff and services within CAH. This position is CAH's highest-level classified manager and serves as a member of CAH's Executive Team with the Chief Administrative Law Judge, Deputy Chief Judge, and General Counsel.
This position is responsible for providing executive leadership to oversee, plan, organize, and direct the work of professional administrative staff in the implementation of court programs and procedures. Responsibility extends to the integration of administrative, personnel, maintenance, security, facilities, information technology and support functions.
The Court Administrator successfully engages with judges, attorneys, and staff of the court to ensure that CAH realizes its mission of providing due process to litigants. This includes responsibility for identifying and executing program and process improvements to support compliance, effective functioning, and a positive work environment. The Court Administrator fosters professional relationships with stakeholders within the Executive Branch and outside of state government to identify and address needs and concerns impacting the court. Due to CAH's unique mission, this role requires excellent communication and relationship building skills and the ability to handle complex issues related to a variety of internal and external functions.
Minimum Qualifications

Five (5) years of professional and progressive leadership experience in accounting, financial operations, business operations, business administration, or public administration.
A Bachelor's Degree in Business Administration, Business Management, Finance, Accounting, or closely related field as determined by the agency may substitute for one year of experience, Master's Degree may substitute for 18 months of experience.
Experience must include all of the following:
Experience using business organization principles, policies, procedures, and practices to coordinate diverse programmatic elements into a unified overall program that advances an organization's value-based mission and vision.
Accounting skills, including extensive knowledge of Generally Accepted Accounting Practices (GAAP), to direct the daily operation of the court's accounting system, ensuring appropriate levels of controls are established and maintained.
Strong leadership skills, including the ability to accomplish a wide range of complex tasks, motivate collaboration and cooperation across teams, and manage change with integrity and credibility.
Analysis, decision-making, and problem-solving skills sufficient to evaluate current policy, operational, and budget challenges and to recommend and implement appropriate solutions.
Communication and conflict resolution skills, and the ability to create and support a culture of inclusion.
Preferred Qualifications
Knowledge of human resources sufficient to oversee personnel and managing staff in a union environment.
Facilitation skills sufficient to guide teams and executive leaders in making difficult decisions in challenging circumstances.
Information technology and application capabilities sufficient to identify opportunities for process redesign and improvement; ability to evaluate recommendations and services provided by IT vendors; and make recommendations for needed changes.
Knowledge of the legislative process, including the ability to identify statutory or rule-based barriers to productivity and cost-effectiveness, and to propose legislative solutions.
Experience working in court systems or with state agencies.
Physical Requirements
This is a sedentary position. It requires occasionally moving and transporting such articles as file folders and laptops or accounting boxes. May need to maintain a stationary position for long periods of time while carrying out job duties.
