SUMMARY
Responsible for shaping the strategic research agenda to align with both immediate and long-term goals of the Air Force by leveraging expertise in USAF Intelligence, Surveillance, and Reconnaissance (ISR) operations, collection management, and analysis. Manage groundbreaking research projects to meet strategic goals, budgetary constraints, and timelines, focusing on high-impact outcomes that enhance warfighter capabilities.
ESSENTIAL DUTIES & RESPONSIBILITIES
Assist the Core Technical Competency (CTC) Lead and government technical leads with developing a team of subject matter experts, scientists, engineers, and administrative staff to maintain a culture of excellence and innovation.
Apply professional development programs through workshops, seminars, and conferences to ensure the team's proficiency in modern intelligence tradecraft and emerging technologies.
Collaborate with program managers overseeing research budgets to ensure meticulous fiscal management. Assist in developing strategies for budget management that support sustainable growth and technological advancement.
Assist with pursuing additional funding through government grants, industry partnerships, and academic collaborations to boost the division's resources and research capabilities.
Develop a comprehensive system for reporting research progress, challenges, and breakthroughs to senior management and stakeholders, ensuring transparency and support for initiatives. Prepare and deliver detailed presentations and reports that emphasize the strategic value of the research to advise on strategic decisions.
Uphold the highest standards of compliance and ethics, ensuring all research activities meet national and international legal and regulatory requirements. Establish quality control protocols to maintain scientific integrity, analytic rigor, and reproducibility of research outputs.
Foster a culture of innovation within the team, encouraging novel research methods and the use of advanced technologies in data fusion, AI/ML integration, and multi-INT analysis and related fields.
Expand and enhance the network of strategic partnerships with academia, industry, and government to bolster research capabilities. Support and assist with negotiations to secure collaborative agreements that support the Air Force's objectives and the scientific and intelligence communities.
Participate in strategic planning meetings with senior Air Force leaders to ensure research initiatives align with military needs and strategic objectives. Evaluate research programs using established metrics to assist in advising on decisions on future research directions and resource allocations. Provide consultation on Air Force interests in Intelligence Community (IC) working groups and ISR Communities of Interest.
Assist the CTC Lead in public outreach efforts to promote the division's research achievements and their impact on national security and warfighter readiness. Provide consultation on the division's research priorities effectively in various forums.
Manage sophisticated data systems for large-scale, multiomic datasets to ensure data integrity, security, and accessibility. Assist with initiatives in advanced data analysis using statistical models and machine learning to provide insights that influence decision-making.
Apply knowledge of military structures and strategic mission to enhance the applicability of research projects within the Air Force operational environment. Customize research initiatives to directly support overarching Air Force goals.
Employ expert organizational principles to optimize team performance, project delivery, and innovation within the research @context. Coordinate complex research activities to ensure execution meets high analytical and operational standards.
Maintain regular and punctual attendance.
Perform other duties as assigned.

Job Requirements:
MINIMUM QUALIFICATIONS
Bachelor's degree in one of the following studies: Information Systems, Program Management, Computer Science, Engineering, or a relevant field. Twenty (20) years of Military Intelligence experience as a substitute for the Bachelor's degree.
Extensive demonstrated experience and at least twenty-five (25) years of relevant technical experience.
Five (5) years of governance or programmatic experience.
Five (5) years of demonstrated analytical and/or analytical transformation experience.
Experience in transitioning R&D proto@type systems, components, processes, techniques, or software to operational environments.
Experience in test & evaluation and independent verification and validation of technologies prior to adoption.
Must obtain and maintain a Top-Secret clearance with access to SCI information (generally, U.S. Citizenship required).
DESIRED QUALIFICATIONS & SKILLS
Knowledge of United States Air Force (USAF) and Air Force Research Laboratory processes and procedures that impact technology adoption.
Experience collecting stakeholder requirements and providing technical reporting of performance metrics and milestones.
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
May be required to travel to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals.

WORK ENVIRONMENT
Work is performed primarily indoors at a well-lit office or conference room environment. The environment is normally air conditioned, but conditions may change depending upon circumstances. Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgments. The employee will be exposed to a wide variety of clients in differing functions, personalities, and abilities.
PHYSICAL DEMANDS
Position consists of sitting for long periods of time, using hands/ fingers, handling, reaching with hands and arms, speaking or translating. Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 10 pounds. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities. COMPENSATION & BENEFITS PACKAGE
Pay range: $225k to $235k per hour.
