The primary purpose of this position: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Security Forces Group (SFG), Plans and Program section Responsibilities Duty 1: Plans, organizes, and directs the activities of 502 Security Forces Group ensuring that Plans and Programs (S5) section complies with legal and regulatory requirements and meets customer needs. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Represents 502 Security Forces Group with a variety of installation and functional area organizations. Duty 4: Provides advice and assistance to supervisors, managers, commanders and other personnel on the installation. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Working knowledge of S5 Section Plans and Programs, Security Systems, Agreement/Memorandum of Agreement (MOA)/Memorandum of Understanding (MOU), Mutual Aid Agreement (MAA) and other assigned programs that achieves the mission requirements of the overall branch while meeting the needs and intent of the Group Commander and a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercises, system/training devise upgrade/modification, special operations, resume or similar operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercises, system/training devise upgrade/modification, special operations, resume or similar operations. 2. Knowledge of DoD and Air Force security forces doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs. 3. Knowledge of broad range of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives. 4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major program. 5. Ability to plan, organize and negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to staff/coordinate packages with Command and other agencies Other significant facts pertaining to this position are: 1. May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station. 2. Work requires access to classified information. Employee is required to obtain and maintain Top Secret security clearance. 3. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to random drug testing. 4. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. 5. Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. SUPERVISORY CONTROLS: This position reports directly to the Group Commander. The incumbent is delegated complete authority to plan, scheduleand carry out major projects concerned with the effectiveness of the operations of the security programs. Evaluations, andrecommendations are only reviewed for potential influence on broad policy objectives and goals.Guidance consist of policy contained in AETC, Air Force, and DoD documents. Incumbent is responsible for applyingsound judgement in interpreting and applying available guidance and to plan appropriate actions when guidance is inadequate or nonexistent. Where precedent does not exist, the incumbent makes extensive technical judgements concerninginterpretations and implementation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
