Marketing Statement:
The Senior Accessibility Program Manager serves as a key advisor and coordinator for accessibility efforts across Metro. The position provides strategic and technical leadership to support accessible facilities, digital tools, procurement processes, customer experience initiatives, and internal programs. The role guides organizational compliance with the Americans with Disabilities Act, Section 504, Section 508, and related accessibility standards, while promoting human centered approaches in planning, design, and operations. Working closely with cross functional teams, the position translates regulatory requirements into practical guidance that supports effective project delivery and consistent implementation.
The position is responsible for managing accessibility tracking and reporting, supporting advisory engagement, coordinating policy updates, and addressing accessibility requests and concerns with neutrality and consistency. The Senior Accessibility Program Manager exercises independent judgment on sensitive compliance matters, advises leadership on risk management and policy implications, and represents Metro in regulatory and external stakeholder discussions. The role may oversee staff or contractors and is expected to maintain a high level of professionalism, accountability, and collaboration while advancing equitable access across Metro services and programs.
Minimum Qualifications
Education
A Bachelor degree in Rehabilitation Science, Disability Studies, Public Administration, Human Factors, Information Technology, or a related field required.
Or in lieu of degree an additional four (4) years of experience in accessibility, program management, human centered approaches, or disability access work may be considered.
Experience
A minimum of eight (8) years of progressively responsible experience in accessibility, program management, human centered approaches, or disability.
Preferred Qualifications
Doctoraldegreepreferred(Ed.D.,Ph.D.,orequivalent)inanaccessibility,policy,ordesign-related discipline.
Credentials such as Certified Accessibility Manager (CAM), International Association of AccessibilityProfessionals(IAAP)WebAccessibilitySpecialist(WAS),orProject Management Professional (PMP) is desirable.
Certified Professional in Accessibility Core Competencies (CPACC).
ADA Coordinator Training Certification (ADAC).
Certified Section 508 Trusted Tester or equivalent.
Project Management Professional.

The position manages accessibility tracking, supports advisory engagement, coordinates policy updates, and works with operational teams. It exercises independent judgment on sensitive compliance matters, supports leadership on risk and policy issues, represents Metro in regulatory discussions, and may oversee staff or contractors while ensuring consistent and neutral handling of accessibility requests and concerns.
Essential Functions
Leads and integrates accessibility initiatives across Infrastructure, Digital Modernization, Customer Experience, Human Capital, Procurement, and Safety.
Oversees Key Performance Indicator development and reporting through the Accessibility Tracker and support leadership with policy insights, trend analysis, and compliance guidance.
Embeds accessibility in enterprise standards and workflows.
Implements the Americans with Disabilities Act, Architectural Barriers Act, Sections 504/508, and Web Content Accessibility Guidelines 2.2 AA, advising design, engineering, and Information Technology teams and leading accessibility assessments.
Directs the digital accessibility framework, reviews, testing, remediation, and Voluntary Product Accessibility Template, Automatic Content Recognition evaluations.
Manages Augmentative and Alternative Communication governance, tracking recommendations, and preparing quarterly summaries.
Represents the agency in community accessibility forums.
Leads development of accessibility policies aligned with federal standards.
Serves as a subject-matter expert who offers guidance and recommendations to program staff.

Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
