Position Description
Primary duties include administering the Metropolitan Council Environmental Services, (MCES) Service Availability Charge, (SAC) program.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
The City of Minneapolis does not sponsor applicants for work visas.
Job Duties and Responsibilities
Receive, review, distribute, and store the SAC determination letters received from MCES.
Maintain the letter files, monitor their retention schedule, and move letters to appropriate files when expired.
Present instructional materials to applicants regarding the program.
Respond to specific information requests received from MCES, our business partners and the public.
Prepare and review for accuracy the required financial monthly report information, this activity makes sure the charges, the allowable credits, and the money collected are accurate before submitting the information to MCES. This also includes reconciling any @type of adjustments that need to be reported from previously submitted information. These changes may come from refunds, appeals, payment adjustments, redeterminations, etc.
Once all pertinent information is verified it needs to be transferred to specific MCES reporting documents accurately.
Process daily departmental financial deposits, ensuring accurate balancing and posting of each employee's deposit into the Comet Financial System.
Act as back up to other divisional job functions as necessary.
Manage the SAC deferral program. This program allows for the deferment of a portion of SAC fees over a ten (10) year period for small to medium sized businesses.
Distribute, accept, review, and approve all applications related to the SAC deferral program.
Verify bi-annual billing for deferral participants with MCES, prepare and mail fees due statements to participating establishments.
Accept, process, and record all payments received.
Follow up on delinquent payments, and closed establishments.
Work with Public Works on property tax assessments for applicants who are noncompliant.

Minimum Education
Bachelor's Degree in Public Administration, Business Administration, Computer Science or related field
Minimum Experience
Three years performing duties closely related to those listed above.
Equivalency
An equivalent combination of education and highly related experience in a similar environment may be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Knowledge of City Ordinances and regulations within which the assigned department operates.
