GENERAL DESCRIPTION OF JOB:
This position performs a variety of specialized accounting tasks related to accounts payable, purchasing and accounts receivable, financial reporting, budgeting, technical, administrative, and clerical duties associated with accounting and the functions of the Public Health Finance and Operations Division. Hybrid work option may be available.
DUTIES:
Processes financial transactions in SAP to include payment of invoices, purchasing cards, purchase requisitions, mileage, and travel reimbursements, assist with the monitoring and tracking of the Public Health Finance and Operations Division budget.
Processes journal entries and reconciles daily cash reports for multiple Department programs.
Compiles daily reports and supporting documentation for various financial transactions.
Processes vendor set up requests, purchase requisitions, and accounts receivable requests when applicable.
Monitors and reconciles monthly billings for Department printers/faxes and cell phones and assists with monitoring and managing assets across the Department.
Oversees equipment and professional services contracts for the Finance and Operations Division when applicable.
Assists and updates accounting, payroll, account payable and account receivable calendar.
Assists with updating accounting policies, P-Card procedures/processes, annual financial reporting and audits, financial analysis, related financial projects and other accounting and financial duties as assigned.
Provides administrative support to the Finance and Operations Division, including follow up with vendors, internal staff, and/or community partners.
Performs functions to support Finance and Operations Division operations, such as ordering equipment and office supplies, coordinating training and travel arrangements, and renewing memberships and subscriptions.
Creates, coordinates, and maintains employee on-boarding and off-boarding materials and may serve as IT Security and Asset Coordinator for Finance and Operations when necessary.
REQUIREMENTS:
Emergency Preparedness and Response
Responds, as required, to support public health emergencies, incidents, and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee and initiates corrective actions and responses pursuant to Federal, State, and Local laws, statutes, and regulations.
Skills, Abilities and Competencies:
Aptitude to learn and use large financial software systems, such as SAP.
Knowledge of basic accounting principles and accounts payable accounting practices.
Ability to learn and answer questions regarding county purchasing policies and procedures.
Proficiency in Microsoft Excel, Microsoft Word, Power Point, Teams, and Outlook systems a must; Visio preferred.
Ability to research accounts payable, accounts receivable, invoice records, reports, and other financialdata/files.
Ability to work under deadlines.
Ability to work as a team member assisting others when necessary and also independently, whenrequired, to complete work for the Finance department.
Ability to communicate effectively, both orally and in writing including over electronic forms ofcommunication.
Ability to establish and maintain effective working relationships with Finance Department colleagues, Elected officials, department heads, supervisors, vendors, agencies and other employees.

Education and Experience:
High School diploma or GED
3+ years basic accounting experience
Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
Bachelor's Degree
Governmental accounting experience
Pre-Employment Additional Requirements:
Must successfully pass pre-employment testing which a background check.

Work is generally confined to a standard office environment.
