Summary This Program Specialist GS09 role at the Bay Pines VA Healthcare System supports the Mental Health & Behavioral Sciences Service. Manages resource administration, contracting and program coordination. Key responsibilities include overseeing equipment, space requests, and new employee orientation. Responsibilities Major Duties: Serves as the primary Contracting Officer Representative (COR) to monitor contract performance, inspect deliverables, and process invoices. Assists in developing and monitoring Fund Control Pointes, compiling annual requirements for personnel and supplies, and performing cost analysis studies. Prepares recruitment and relocation incentive documents, tracks, specifically funded positions, and maintains accurate organizational charts. Acts as the official responsible for all clinical equipment inventory, furniture request, and online space request preparation. Independently coordinates clinical program changes involving consultants, supplies, and testing materials. Manges special projects, oversees the Psychiatrist of the Day monthly schedule, and coordinates service-specific orientation for new staff. Researches and analyzes VERA-CMI retention data, verifies expenditures with Fiscal Service, and transmits data to the VISN and VA Central Office. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service.
