Summary The DDPDT is highly knowledgeable about Loan Policy, Program Regulations, Mortgage Industry practices, development and sustainment of data and information technology, and internal and external training and federal/VA compliance obligations. Responsibilities Specific duties include: Collaboratively integrates strategic and tactical activities with the Deputy Director, Operations, and Principle Assistant Director to ensure optimization of Program resources and maximize program outcomes. Develops and shares expertise and insights on the Program, to support operations and oversight in support of successful outcomes. Establishes and maintains relationships with senior leaders in the mortgage industry, officials of other federal housing agencies (e.g., FHA, GNMA, USDA, the CFPB, FHFA, Treasury, and the White House National Economic Council), Congressional stakeholders, and other relevant stakeholders Drives policy development and implementation across LGY to ensure the orderly provision of policy to program participants to execute the mission assets. Ensures that individuals across LGY are informed on Program and broader issues, and able to translate those into positive operational directions. Builds capacity and resilience of Policy team leaders at all levels. Ensures similar professional growth of technical and administrative staff. Initiates information technology strategies and projects to ensure that LGY systems deliver home loan benefits with efficiency, exceeding industry standards whenever possible. Leads strategic oversight across the Program's technical and technological foundations, with accountability to policy, regulatory compliance, and aligned leadership expectations. Analyzes and consults with the EOT and SLT members to provide necessary metrics, tools, and assessment support, as well as develop predictive tools, to enhance business progress. Ensures metric-based analytics used to assess Program activities are compliant and consistent, and aligned to evaluate mission and program objectives. Provides proactive, well-planned communications to program participants and LGY leadership, including complete and accurate responses regarding regulatory policy and related initiatives, program analysis, and emerging trends likely to impact the program, from the perspective of Program policy, development and sustainment of data and information technology, and internal and external training. Establishes and sustains cooperative relationships with other resources in VBA and VA, and across integral Department, Agency, or regulatory bodies. Displays leadership skills in leading related projects using deft, articulation and direction. Engages stakeholders throughout the process. Collaborates successfully across teams. Extensive experience supervising and leading a team of professional, technical, and support personnel to plan, organize, and manage resources and personnel according to Agency and Departmental regulations, ensuring effective achievement of mission objectives. Ability to think and work strategically in a developing organization. Education Substitution: There is no education substitution at the GS-15.
