The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization, JCITA serves as the DoW's central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.
JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.
Position Summary - Counterintelligence Subject Matter Expert (CI SME - JMCCC)
The CI SME (JMCCC) serves as a senior Counterintelligence and Military Counterintelligence Collection (MCC) instructor and subject matter expert responsible for delivering advanced classroom and field-based instruction that prepares CI Agents to independently plan and conduct Level II Military Counterintelligence Collection operations. Instruction is delivered in accordance with Executive Order 12333, DoDD 5240.02, and DoWI S-5240.17, ensuring all collection activities are executed within established legal authorities, policy frameworks, and operational guidelines.
The CI SME develops and facilitates immersive, scenario-driven training that replicates real-world collection environments and reinforces the full operational cycle, including targeting, source development, operational planning, execution, reporting, and oversight. The incumbent assesses student performance during complex field exercises that frequently exceed eight (8) hours per day, may include weekend activities, and require travel within the National Capital Region (NCR).
The CI SME (JMCCC) combines advanced operational experience, deep tradecraft knowledge, and instructional excellence to ensure CI Agents are fully prepared to conduct lawful, effective, and mission-focused Level II Military Counterintelligence Collection operations in support of national security objectives.
Required Qualifications:
Qualified candidates must be graduates of an accredited CI Special Agent credentialing school and have completed one of the following advanced collection courses: Military Counterintelligence Collection (MCC), Advanced Counterintelligence Collections Course (ACICC), Joint Military Counterintelligence Collections Course (JMCCC), Defense Advanced Tradecraft Course (DATC), Defense HUMINT Operations Qualification Course (DHOQC), or an Intelligence Community equivalent. Candidates must have served as a CI Collector with experience conducting the full operational cycle.
The CI SME must demonstrate experience conducting, supervising, or instructing CI or HUMINT collection activities in accordance with DoD policy at the Expert or Senior level, as well as experience conducting, supervising, or supporting such activities at the Mid level. The position requires expert knowledge of threat country Foreign Intelligence Entity (FIE) methodologies and tactics, techniques, and procedures (TTPs), and the ability to integrate that expertise into practical training scenarios.
This role also requires the physical capability to support field training operations, including the ability to sit or stand for up to four (4) hours at a time and walk up to five (5) miles in a single day.

The likely salary range for this position is $124,093 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
