The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoW's central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.
JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.
Position Summary - Counterintelligence Subject Matter Expert (CSOC)
The Counterintelligence Subject Matter Expert (CI SME) for the Countersurveillance Operations Course (CSOC) is responsible for delivering specialized instruction and operational expertise in countersurveillance and surveillance detection in support of JCITA training programs. This position provides classroom and practical instruction that enables Counterintelligence (CI) Agents to plan, develop, and execute countersurveillance operations designed to detect hostile surveillance and protect personnel, facilities, and operational missions. The CI SME plays a key role in ensuring training realism, operational relevance, and adherence to established instructional standards.
The CI SME delivers classroom instruction and facilitates practical exercises that reinforce surveillance detection and countersurveillance tradecraft. Instruction focuses on surveillance methodologies, countersurveillance mission planning, operational execution, and surveillance detection techniques. The CI SME ensures course content and training activities effectively support the development of operational skills required for real-world counterintelligence environments.
The CI SME assesses student performance during both classroom activities and field training exercises to ensure mastery of learning objectives. Field exercises frequently exceed an eight (8) hour training day and may include weekend activities. The position requires travel within the National Capital Region (NCR) to support operationally realistic training scenarios and practical exercises.
Required Qualifications:
The role requires demonstrated experience conducting, instructing, or supervising activities related to surveillance methodologies, countersurveillance mission planning and execution, and surveillance detection techniques. Candidates at the Expert or Senior level must possess extensive operational and instructional experience in these areas, while Mid-level candidates must demonstrate experience conducting, supervising, or supporting these activities in operational or training environments.
Qualified candidates must be graduates of one of the following: the JCITA Counterintelligence Surveillance Course (CSC), JCITA Countersurveillance Operations Course (CSOC), JCITA Countersurveillance/Surveillance Detection Course (CS/SD), Counterintelligence Operations Qualification Course (CIOQC), or an equivalent program from the Intelligence Community, Federal, or State law enforcement training institution.
The position requires the ability to operate in both classroom and field training environments. Candidates must be able to sit or stand for up to four (4) hours at a time and walk up to seven (7) miles within a single day in support of field training exercises.
Required TS/SCI with ability to obtain CI Poly.

The likely salary range for this position is $124,093 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
