THE POSITION

The Department of Corrections, Field Human Resource Office at State Correctional Institution (SCI) Forest is looking for an innovative Human Resource (HR) Analyst 2 to provide essential human resource consultation services. This is an exciting opportunity to oversee human resource related matters and develop compliant strategies to resolve and prevent issues. If you have an extensive knowledge of advanced technical HR principles and experience analyzing HR programs, we have the perfect job for you!
DESCRIPTION OF WORK
As a Human Resource Analyst 2, you will be responsible for a wide range of labor relations functions including providing consultation, union grievance processing, investigation of disciplinary actions, conducting Labor/Management meetings, as well as training management and staff on employee relation issues. This position requires a thorough knowledge and understanding of various bargaining agreement language, as you will be responsible for advising management and supervisors in regards to content and intent of the contract language, side-letters, personnel rules, Commonwealth Management Directives, and various department regulations. Work involves coordinating with the HR Analyst regarding facility vacancies and hiring needs, providing updates to administrative staff and department heads as needed. You will also have the opportunity to serve a s the on-site HR point of contact in the absence of the Field Human Resource Officer.
Work Schedule and Additional Information:
Full-time employment
Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week, upon successful completion of a 6-month probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office at SCI Forest. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);or
Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree;or
An equivalent combination of experience and training.
