This position is based at 3200 Labore Rd, Vadnais Heights, MN and requires an employee to work onsite at least 50% of the time for employees located within 50 miles of the primary work location.

The Workforce Development Coordinator leads both short- and long-term workforce planning efforts to ensure alignment with the agency's mission, vision, values, and strategic goals. This role uses workforce data and people analytics to identify trends, measure impact, and guide decisions across the full talent lifecycle, including recruitment, development, engagement, retention, and workforce design.
Working closely with the DCT Talent Management team, HR partners, and organizational leaders, the Workforce Development Coordinator helps ensure the agency has the right people, skills, and structure to meet current demands and prepare for future needs. The goal is to build and sustain a high-performing workforce with the capacity and capability to deliver on the agency's priorities.
Minimum Qualifications

Two (2) years* of experience designing and delivering organizational development initiatives and programs.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience leading strategic workforce or organizational development initiatives that support workforce capability, capacity, or culture across a complex organization.
Experience using workforce or HR data analytics to identify trends, inform decision-making, and develop recommendations for leadership.
Experience designing or implementing performance management, employee engagement, or talent management programs.
Experience leading cross-functional projects or initiatives, including facilitating stakeholder groups or work teams.
Ability to communicate complex workforce insights to leaders, including presenting recommendations, developing tools, or delivering training.
*Bachelor's degree in Human Resources, Public or Business Administration, Education, or other closely related field as determined by the agency may substitute one (1) year of experience.
Preferred Qualifications
Advanced knowledge of workforce planning, talent management, or organizational development practices.
Experience working in a large public sector or unionized environment.
Experience implementing or optimizing HR technology systems (HRIS, performance management systems, workforce dashboards, or analytics tools).
Experience developing workforce metrics, dashboards, or reporting tools that support executive decision-making.
Experience supporting enterprise strategic planning, engagement surveys, or quality improvement initiatives (e.g., Baldrige, QAPI, continuous improvement frameworks).
