ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Provides a safe, comfortable, and efficient working environment by completing scheduled, deferred, and routine maintenance, as well as requested office and building modifications and construction projects.
Facilitates remodeling, construction, and maintenance projects.
Manages the daily building maintenance operations.
Enforces and works within the State personnel rules and agency policies and procedures.
Performs emergency work as needed after hours.
Responsible for work direction over subordinate staff and supervisors.
Determines appropriate program measurements and develops quantitative and qualitative measurement reports.
Provides direction in the scheduling and completion of assigned work activities.
Develops and implements preventive maintenance schedules, equipment depreciation, and replacement schedules.
Works closely with state agencies, engineers, and architects to facilitate construction and maintenance projects through all aspects of project management from scope development to completion.
Utilizes a computerized maintenance management system (CMMS) to schedule planned and unplanned maintenance activities and complete work orders.
Prepares reports and provides the annual facilities program budget for the district.
Provides project cost estimates, develops scopes of work, and oversees repair and replacement projects.
Oversees buildings and ground activities and related contract services.
Initiates and updates maintenance and safety programs for actual, preventative, and daily responsibilities to ensure compliance with state and federal rules and regulations.
Serves as administrator for District Facility Access Control and NPDES Permits.
Serves as District Coordinator of Drinking Water and Waste Water Regulations.
All other duties as assigned.
Qualifications
PREFERENCES:
Experience working with architects, engineers, and contractors to plan, develop, and execute building renovations, remodels, and space planning.
Experience managing site and grounds landscaping, paving, striping, and parking operations and maintenance.
Experience in the repair and replacement of commercial roofing systems.
Experience or training related to site drainage and stormwater plans and regulations.
KNOWLEDGE:
Knowledge of hazardous material handling and laws.
Knowledge of agency vision for statistical quality control.
Knowledge of budget development and control.
Skill in priority management
Skill in problem-solving
Skill in the use of computers and computer software
Skill in working as part of a team
Skill in technical report and publication writing
Skill in descriptive statistics, data compilation, and summarization
MINIMUM QUALIFICATIONS:
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Skilled Trades Supervisor II

Bachelor's Degree (typically in Management)
Experience:
1-2 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Skilled Trades Supervisor II
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Must be able to drive vehicles, and operate large complex cleaning and ground maintenance equipment.
Climbing on an occasional to regular basis.
Lifting and grasping up to 50 pounds without assistance regularly.
Walking and standing on cement floors on a regular basis.
Walking up and down stairs on a regular basis.

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
