Summary The Supervisory Management & Program Analyst (Manpower) is a member of the South Central VA Health Care Network's Human Resources Management Office. The incumbent serves as a technical expert and senior advisor, and supervises a team that supports VISN position management and manpower data system capabilities. Responsibilities Major Duties include, but are not limited to, the following: Provides authoritative technical leadership, advice, and assistance on highly complex, controversial, or precedent setting matters. Serves as a technical expert and programmatic consultant for assigned mission areas. Leads the development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities. Serves as a senior advisor on VISN-wide manpower technology initiatives and is responsible for providing expert technical assistance and in the successful development, deployment, training, and support for new automated manpower technologies and integration of systems within VHA. Prepares performance standards, evaluates performance, conducts progress and annual appraisals, and initiates performance counseling as needed. Monitors and evaluates consistent implementation of and compliance with VHA policies and procedures. Formulates program goals, plans, policies, and procedures dealing with the development and deployment of VISN wide position management, manpower, and workforce planning requirements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in program evaluation techniques (e.g., research, benchmarking, basic statistical analysis) to determine program effectiveness; knowledge of business process reengineering concepts and processes such as Lean Six Sigma, systems redesign, or rapid process improvement; advanced understanding of HR Smart functionality and its future impact on position management and manpower capabilities; applies a wide range of quantitative and qualitative methods to analyze and resolve complex problems; and knowledge of financial management and the intersection of HR and financial information systems.
