This position provides policy, data inclusion, relationship-building, and technology direction for the maintenance and expansion of Minnesota's early childhood integrated data system, the Early Childhood Longitudinal Data System (ECLDS). They manage and facilitate the governance process that ensures the data system generates information that is integrated, timely, relevant, accessible, and easy to use for continuous improvement, evaluation, and analysis and research to inform decision-making. This position provides support for the appropriate and widespread use of ECLDS resources. This position implements the ECLDS data strategy; coordinates data planning and modernization efforts; drives ECLDS product development decisions based on strategic analytics needs; and identifies and champions cross-product integration, synchronization, and alignment to strengthen Minnesota's ability to make data-driven decisions that improve child and family outcomes and to produce improved cross-administration collaboration and program results.
Responsibilities include:
Functions as the ECLDS Product Manager by leading the comprehensive and technical administration of ECLDS products and build internal capacity around new ways of working, coordinate partner engagement and communication, harmonize the effort with other cross-agency modernization initiatives and enterpriseframeworks,anddrivechange management and training development.
Identify and facilitate the exchange of data among participating state agencies by using standard data structures, formats, and definitions to ensure interoperability among the various levels and @types of data.
Provide business direction for the maintenance, expansion, and procedural and historicaldocumentationofECLDS.
LeadearlychildhoodprojectsandinitiativesthatutilizetheECLDStopromotedataliteracy,understanding,and application, and continuous improvement at both local and state levels.
Serve as an early childhood data technical expert on local, state, and national workgroups to represent the interests of the early childhood community in Minnesota.
Facilitate, maintain, and assess continued effectiveness of an ECLDS governance structure to create policies, makerecommendations,andadoptdecisionsregardingthefutureofthesystem.
Establish and maintain interpersonal and interagency relationships that build trust in the integrated data system and its applications.
OverseetheworkofECLDS by definingrolesandresponsibilities,including procedures for collecting, sharing, and publishing data in alignment with ECLDS governance preferences and MNIT security requirements.
Minimum Qualifications

Four (4) years of advanced project management experience in public policy, social services, education, health, or related field. Experience must include the following:
Ability to provide strategic direction and foster a culture of process improvement, collaboration, learning and accountability.
Experience managing projects and writing and documenting processes.
Exceptional interpersonal and facilitation skills to build strong relationships and drive shared work across internal and external, as well as technical and non-technical, partners.
Experience promoting data literacy, understanding and application to a variety of audiences
Preferred Qualifications
Experience facilitating data governance.
Experience leading the exchange of data among partners, including standard data formats to ensure interoperability; security; and data sharing agreements.
Experience with data from programs impacting children and families, including economic assistance, care and education, child welfare, health, etc.
Experience project managing technical projects.
Variety of experiences working effectively with others from different backgrounds and cultures.
