Position Summary
A Cultural Resources Specialist position is available with the Center for Environmental Management of Military Lands (CEMML) on the Island of Oahu, Hawaii.
The Cultural Resources Specialist position will support cultural resource compliance activities, prepare and evaluate National Historic Preservation Act (NHPA) Section 106 undertakings and documentation, coordinate and attend stakeholder meetings, and recommend cultural resource and compliance management activities to Command to ensure compliance with local, state, and federal regulations, as well as Department of Defense policies and procedures. A high degree of analytic knowledge, initiative, and resourcefulness; proven leadership skills and team-building capabilities; and excellent oral and written communication skills are critical to success in this position.
The position includes a combination of office and field activities involving execution and oversight of cultural resources support tasks, including but not limited to, identifying, documenting, monitoring, and protecting cultural resources; preparing information and analysis in compliance with the National Historic Preservation Act and other historic preservation and environmental laws; managing cultural resources artifacts, records, and curation facility, in addition to geographic information; participating in historical research efforts; preparing and distributing material and assisting with consultation efforts; implementing treatment measures; developing and presenting outreach material; and facilitating safe public access to cultural resources.
This position is duty station at Bellows Air Force Station but requires in-person travel and cultural resources support at Kaena Point Space Force Station.
BELLOWS AFS LOCATION INFORMATION: Bellows Air Force Station was initially established as Waimanalo Military Reservation in 1917, and later renamed Bellows Field. Ka'ena Point Space Force Station sits on a remote ridge 1,500 feet above Yokohama Bay. KPSFS began operations in 1958 as part of the nation's first satellite reconnaissance program. Today, KPSFS supports more than 185 satellites, performing mission operations around the world. Essential Job Duties
Cultural Resources Management: Provide technical support and oversight for installation cultural and environmental resource programs, ensuring compliance with all applicable federal, state, and local laws and regulations including but not limited toNHPA,NEPA,NAGPRA,ARPA,AIRFA, 36CFR79, DoDI 4715.16, and DoDI 4710.03; as well asAFMAN32-7003 and/orSECNAVINST4000.35A andMCOP5090.2A. Support construction and environmental project planning, reviews proposed actions for regulatory requirements (including NHPA Section 106), and assists with project development, budgeting, and execution. Contribute to policy implementation, data management, training, and coordination with regulatory agencies.
Inventory and Assessment: Conduct historic building and archaeological inventories and evaluations, site monitoring, collections and associated records management, and respond to inadvertent discoveries. Perform osteological assessment of materials, and develop appropriate treatment, internment, and/or repatriation plans.
Communication, Coordination, and Reporting: Collaborate with subject matter experts, engineers, regulatory agencies, and military stakeholders to develop and implement solutions to cultural resource challenges. Prepare reports, briefings, presentations, meeting materials, and decision-support documents, while routinely communicating technical guidance through meetings and correspondence. Responsibilities also include gathering and analyzing data and preparing summary and quarterly progress reports.
Integrated Cultural Resources Management Plan: Conduct annual review and update of theICRMPin coordination with internal and external stakeholders.

Ability to conduct field work.

This position does not supervise others.
Minimum Qualifications
MS/MA degree in anthropology, archaeology, historic preservation, cultural resources management, history, or related field.
Meet the Secretary of Interior's professional qualification standards (36CFR, part 61) and/or applicable Office of Personnel Management (OPM) standards in accordance with Section 112 of theNHPA(54USC306131).
Minimum of two (2) years of post-graduate professional work experience that demonstrates a thorough understanding of the principles and theories of cultural resources management. Experience should include a combination of professional knowledge and experience working with applicable federal (e.g.NHPASection 106 and 110) and state regulations.
Proficiency with Microsoft Office Suite.
Preferred Qualifications
Demonstrated expertise and knowledge working with U.S. federal historic preservation laws and regulations that govern cultural resource management, including eligibility analysis and assessment of effects, pursuant to National Historic Preservation Act (NHPA), Archeological Resources Protection Act (ARPA), and Native American Graves Protection and Repatriation Act (NAGPRA).
Prior experience advising and/or conductingNHPASection 106 consultation with a State Historic Preservation Office (SHPO) and/or Tribal Historic Preservation Office (THPO) in accordance with 36CFR§800.
Greater than two (2) years of post-graduate professional work experience that demonstrates a thorough understanding of the principles and theories of cultural resources management.
Demonstrate knowledge of cultural resource issues on U.S. military installations and familiarity with Department of Defense, Navy, Marine Corps, and/or Air Force policies and procedures related to cultural resources management.
Demonstrate experience collating, tracking, reviewing, and preparing reports to ensure that all documentation and deliverables are complete and comply with professional/contractual standards.
Demonstrate experience budgeting and tracking expenses for CR projects or programs.
Demonstrate experience updating and/or writing management plans, such as Integrated Cultural Resources Management Plans or others.
Familiarity with osteological identification and analysis methods.
Professional cultural resources experience in the Pacific region, particularly the Hawaiian Islands.
Familiarity with Geographic Information System (GIS) preferred.
Experience withGPSmapping equipment.
Experience with public archaeology and community outreach preferred.
