The City of Boise is hiring a Senior Accountant!
In this role, you will lead complex financial reporting, audit coordination, and regulatory compliance within a municipal environment. This role oversees preparation of the Annual Comprehensive Financial Report (ACFR), implements new GASB standards, manages cost allocation and grant compliance, and provides technical accounting leadership across departments. The ideal candidate brings strong GAAP/GASB expertise, advanced reconciliation skills, ERP experience, and a commitment to accuracy, transparency, and sound public fiscal management.

Essential Functions
Performs a variety of professional-level accounting duties involved in the coordination and supervision of City-wide accounting activities, including managing the general ledger, capital assets, activity costing, and grants management modules in the ERP system. Provide expertise for system upgrades, testing, integration, and efficient financial transactions.
Leads the preparation of the City's Annual Comprehensive Financial Report and quarterly financial statements in accordance with GAAP and GASB standards; manage complex reconciliations of general ledger and subsidiary accounts, investment portfolios, and intergovernmental revenues to ensure accurate, timely reporting.
Coordinates with external auditors for year-end audits, preparing detailed audit schedules and supporting documentation; advise senior leadership on fiscal policy, regulatory compliance, and procedural improvements.
Leads the research, implementation, and communication of new GASB standards to ensure compliance with evolving regulations and best practices.
Leads cost allocation planning (CAP) across departments, manage the CAP ERP module, update allocation drivers, and present updates to department leaders.
Monitors grant compliance and prepare detailed financial reports for state and federal funding agencies; coordinate with departments to track and reconcile grant revenues and expenditures.
Provides technical accounting assistance to departments, review and approve journal entries, conduct training workshops on financial procedures and compliance, and resolve complex accounting issues.
Supervises or mentor accounting staff, ensuring quality assurance in daily operations, and lead special projects and cross-functional initiatives, including ERP implementations.

Requirements
Required Knowledge, Experience, And Training
Bachelor's degree in accounting, finance, or a closely related field and five years of progressively responsible accounting experience in a governmental or business setting, or an equivalent combination of education and/or experience.
Knowledge of:
Federal, state and local financial regulations relating to public agencies
Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements
Accounting and financial practices as it relates to public agencies
Governmental accounting principles and regulatory compliance
Advanced mathematical principles
Computer usage including related software
Microsoft Excel and ERP systems.
Ability to:
Apply formal and analytical techniques to the examination and development of manual and automated accounting information systems
Prepare and accurately analyze both basic and complex audit work papers
Prepare detailed fiscal reports and statements
Reconcile complex, high-volume accounts
Analyze general ledgers and preparing journal entries
Establish priorities and organize individual workload
Supervise, train, and evaluate others
Communicate effectively in the English language at a level necessary for efficient job performance

Preferred Knowledge, Experience, And Training
Master's degree in accounting, Finance, or closely related field
CPA certification
Six or more years of progressive accounting experience, preferably in government finance
