The Treasurer serves as ex officio tax collector, responsible for the collection of property taxes levied by the taxing districts, including cities and schools. The Treasurer also serves as ex officio public administrator, responsible for administering the estates of decedents without a person to administer the estate. POSITION GENERAL SUMMARY:
The Banking and Finance Manager plans, develops, implements, coordinates, directs, and evaluates the financial and banking activities of Ada County Treasurers' Office; develops and maintains professional working relationships with internal and external stakeholders, and performs other duties as required.
DISTINGUISHING FEATURES OF THE CLASS:
Works under general direction of the Chief Deputy but works independently and manages the operation of the banking and financial workings of the office. Work review will be based on such matters as fulfillment of the office objectives and functions.
Essential Functions
Supervises and develops banking and finance staff; assigns work, sets priorities, evaluates performance, and ensures timely, accurate completion of duties;
Manages daily banking and financial operations of the Treasurer's Office;
Establishes, monitors, and maintains internal controls;
Oversees bank reconciliations; resolves balancing exceptions and reporting discrepancies;
Analyzes cash flow, liquidity, collateralization levels, and earnings credits; manages letters of credit;
Supports banking operations including dispute resolution, fraud prevention, merchant services, and online banking access;
Supervises accounting entries, trial balances, investment transactions, and related reporting (month-end/year-end) in compliance with statutes and policies;
Assists with portfolio analysis, asset allocation and allocation of interest to County participants;
Supports property tax distribution, federal reporting, tax refund processing and escheatment process;
Oversees audits of cash and credit cards; ensures accuracy and completeness of financial records;
Collaborates with IT on system enhancements to meet business and legislative requirements;
Assists with budget development, revenue analysis, federal award payment requests, and preparation of financial and analytical reports;
Interprets and ensures compliance with applicable statutes, ordinances, policies, and contracts.
ADDITIONAL FUNCTIONS:
Composes, prepares, and responds to miscellaneous correspondence;
Accomplishes special projects as directed by the Treasurer and Chief Deputy; and
Performs other duties as assigned.
Job Requirements
Bachelor's Degree from an accredited university in Accounting, Finance or related field is required; Master's degree in related field is preferred;
Three (3) years' experience in banking, accounting and/or auditing systems;
Governmental accounting experience preferred;
Professional designation (CFA, CPA, CGFM, etc.) preferred;
Three (3) years of experience in supervising or directing staff;
Experience with fixed income investments, purchasing card (P-card) administration, and investment software preferred;
Knowledge of Generally Accepted Accounting Principles (GAAP) and familiarity with all pronouncements promulgated by the Governmental Accounting Standards Board (GASB);
Knowledge of accounting, auditing, budgeting theory, principles, techniques and procedures;
Knowledge of financial instruments, banking products and services;
Knowledge of effective employee supervision and motivation;
Knowledge of staff development and training techniques;
Skill interpreting laws, rules, regulations, and guidelines;
Skill interpreting policies and procedures and explaining complex information to others;
Skill gathering and analyzing financial, statistical, and management information, and drawing conclusions from them;
Skill defining objectives and creating recommendations;
Skill developing financial reports and statements;
Skill analyzing accounting systems and procedures;
Skill in using MS Excel at an advanced level;
Ability to operate a personal computer with database management software;
Ability to make and maintain detailed notes and records;
Ability to work under pressure in meeting deadlines;
Ability to work under own initiative and utilize independent good judgment;
Ability to maintain confidentiality;
Ability to work effectively with elected officials, department heads, employees, vendors, and the public;
Ability to work effectively as part of a team to accomplish goals.
OTHER REQUIREMENTS:
This position is required to learn and assist in the property tax collection process including property tax billing, collection, and distribution process to include tax cancelations, adjustments, segregations, and tax document printing;
This position is subject to the blackout dates during peak property tax collection period.
Work Environment & Physical Demands
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
May be required to lift up to 20 lbs.;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
