Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Responsibilities The primary purpose of this position is: to serve as an Air Reserve Technician (ART), to perform scheduled or unscheduled inspections, repairs, replacements, build-up and tear down, flightline maintenance and operational runs of aircraft propulsion systems, and to provide training to reservists in the accomplishment of duties set forth herein. DUTY 1: Performs troubleshooting on a variety of complete operational aircraft reciprocating or gas turbine engines in aircraft on the flight-line, or rebuilt or modified engines in test cells. Considers the total engine system when troubleshooting or evaluating engine performance, since defects in one area often are shown by symptoms which appear in a different area. Reads and interprets technical orders, manufacturers' manuals, engine records, maintenance bulletins, etc., to obtain the technical information needed for troubleshooting, assembling, and trimming engines. DUTY 2: Disassembles, repairs, and reassembles aircraft engines, their assemblies, and components. Diagnoses problems causing engine malfunction through the use of various test and measurement equipment. Detects mismatched or misaligned parts as a possible cause of damage or malfunction. Determines alternative methods and trade techniques to adapt accepted repair procedures to new or unfamiliar engines or accessory systems, to anticipate the tools and parts required, and to set up the work area. DUTY 3: Uses a variety of test equipment, hand, and power tools. Uses measuring instruments common to the trade such as micrometers, borescopes, thickness and stretch gauges, dynamic balancing machines, dial indicators, vibration analyzers, engine analyzers, pyrometers, test benches; and pneudraulic, speed, torque, ratchet, and end wrenches. DUTY 4: Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Uses and assures proper fit of required personnel protective equipment (PPE) and clothing when handling chemicals and operating machinery. Follows federal and state rules when storing, using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards. Performs clean-up duties, such as cleaning equipment, sweeping, straightening, and lining up tools and other property in the assigned area. DUTY 5: Certifies work produced under the USAF Technical Order Program. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8600 Engine Overhaul Family QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8600 Engine Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to perform the work of an AIRCRAFT ENGINE MECHANIC with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the installation, operation, and repair of gas turbine or reciprocating aircraft engines and accessory systems, knowledge of USAF Technical Order Program and its certification procedures and the knowledge of documentation procedures. 2. Knowledge of engine repair practices to identify and correctly choose between alternative methods and trade techniques, adapt accepted repair procedures to new or unfamiliar engines or accessory systems, to anticipate required tools and parts, and to set up the work area. 3. Knowledge of safety regulations, practices, and procedures. 4 . Skill in the use of measuring instruments such as vibration analyzers, pyrometers, engine analyzers, engine diagnostic computer systems, data transfer sets, and test benches and the skill in the interpretation and use of technical orders, manufacturers' manuals, engine records, maintenance bulletins, and other technical information. 5. Ability to troubleshoot engine malfunctions, interpret trouble reports or observed instrument readings, appearances, etc., make a tentative diagnosis; select needed tools and test equipment; and disassemble the engine or accessory system to locate the defect. 6. Ability to repair and rework engine parts and components and replace accessories such as portions of electrical, pneumatic, and hydraulic systems. CONDITIONS OF EMPLOYMENT CONT'D: 1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent maybe assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 2. This is a testing designated position (TDP). The employee is subject to random drug testing. 3. May be required to performs other related duties and shop details, as assigned. FUNCTIONAL REQUIREMENTS: The work requires moderate to strenuous effort. Must stand, stoop, bend, and reach. Frequently handles items weighing up to 10 pounds, and often lift and carry assemblies weighing up to 50 pounds. Hoists, hand trucks, lifts, and other employees are available to assist when handling heavy or awkward items. May be required to climb steps and ladders and stand on slippery or inclined surfaces. ENVIRONMENTAL FACTORS: Work is performed in clean, well lighted, and well ventilated production areas. May work outside or inside in areas that are drafty, cold, hot, and noisy, such as aircraft hangars. Stands on concrete or hard composition floors for long periods of time. Frequently exposed to grease and solvents, to noise from jet engines, drills and hammers, and to the possibility of cuts and abrasions from handling tools. Occasionally exposed to shop / flightline hazards. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
