Job Summary
Under general direction, provides legal services on behalf of the City of San Antonio. This position will be responsible for broadband issues, and the development of broadband related agreements in compliance with federal, state, and local laws. In addition, the attorney will handle matters involving telecommunications, cable, and wireless infrastructure in the public rights-of-way and on City property. Working conditions are primarily in an office environment.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
Negotiates, drafts, and reviews lease agreements for wireless towers located on City property.
Advises City departments on the placement, relocation, and maintenance of wireless facilities, telecommunications facilities, and cable facilities within the public rights-of-way.
Drafts and reviews fiber-optic cable facility lease agreements for installations on City property and within the public rights-of-way.
Drafts agreements governing the expenditure of Public, Educational, and Governmental (PEG) access funds and monitors compliance with applicable statutory requirements.
Attends public meetings of City Council, boards and commissions and advises and addresses members in executive sessions or public forums.
Prosecutes on behalf of and defends the City in legal proceedings and advocates for the City in a wide variety of settings, including negotiations, dispute resolutions, mediations, trials, hearings, and administrative processes.
Timely and appropriately responds to inquiries from the general public and media about public information and municipal regulations and procedures.
Performs other related duties and fulfills responsibilities as required.
Job Requirements
L.L.B. or J.D. Degree from an accredited school of law.
Ten (10) years of increasingly responsible experience as a practicing Attorney.
Years of full time municipal law experience may be substituted two (2) for one (1), up to a maximum of four years credit.
Licensed and in good standing to practice law in the State of Texas.
No substitution for education allowed.
Valid Class 'C' Texas Driver's License.
Preferred Qualifications
Strong working knowledge of, and experience with, laws governing broadband, telecommunications, and public utilities.
Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge of Civil and Criminal Law.
Skill in researching and analyzing legal problems.
Ability to strategize and maintain effective relationships with other attorneys and City staff.
Ability to operate a computer keyboard and other basic office equipment.
Ability to communicate clearly and effectively.
