Duties
You will be responsible for leading and managing an engineering branch in the area of Mechanical Engineering associated with the design, construction and/or repair of submarines by Electric Boat.
You will be responsible for the technical adequacy of the decisions and positions taken by subordinates, for providing direction to subordinates, and making recommendations to higher authority.
You will be responsible for advising the Division Head of broader and higher responsibility problems involving a relationship with the work of the unit supervised to the broader program and its impact on such programs.
You will provide supervision to include guidance on technical and administrative matters, identifying developmental training needs, balancing workload to meet critical/emergent requirements, and assigning work to subordinates based on priorities.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
In addition to the basic education requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional engineer working with technical personnel to review, analyze, research, or recommend corrective actions pertaining to submarine design, operations, or construction deficiencies or technical issues.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-@type experience, e.g., in interdisciplinary positions.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-03 broadband level encompasses positions equivalent to GS-12 and GS-13. This position has a control point; thus, the salary range may be capped at GS-13, Step 05, which is equivalent to $136,107. If you're current salary is above this amount, your salary may be matched.
