The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-622.
The Office of State Procurement serves as the centralized purchasing and contracting agency of the State of Louisiana, establishing competitive, cost- effective contracts for goods and services in full compliance with the law, and facilitating access to those contracts by State agencies and political subdivisions, equipping them to effectively serve the needs of the people of Louisiana.
State Procurement Managers play a vital leadership role in driving the success of the State's central purchasing operations. They lead and develop high-performing procurement teams by providing training, assigning and reviewing work, evaluating performance, and actively participating in employee selection and development. These managers plan, organize, direct, and oversee complex purchasing activities, ensuring efficiency, compliance, and operational excellence across all central procurement functions. They serve as strategic problem solvers by analyzing policy and procedural changes, transforming broad directives into clear, actionable plans, and resolving challenging operational and administrative issues. In this highly collaborative role, they regularly engage with senior officials, executives, and agency and vendor leaders to exchange information, clarify policies and regulations, and strengthen partnerships. State Procurement Managers also represent executive leadership when needed and act as key departmental ambassadors, skillfully addressing concerns, guiding resolution efforts, and coordinating with management or legal counsel to achieve effective outcomes.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
A bachelor's degree plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
An advanced degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties:
Lead and develop a State Procurement Team by assigning work, providing training, evaluating performance, and supporting employee selection and growth.
Plan, organize, and oversee statewide central purchasing operations to ensure efficiency, compliance, and service excellence.
Manage complex statewide contracts from development through award and administration, ensuring adherence to procurement laws and policies.
Analyze policy and procedural changes, translating strategic directives into practical operational plans and solutions.
Provide statewide regulatory oversight and guidance to agencies on procurement laws, processes, and best practices.
Review and approve high-level procurement actions, including major bids, emergency procurements, and sole-source purchases.
Direct audit, compliance, and quality assurance activities to strengthen accountability and improve procurement processes.
Serve as a key liaison to agencies, vendors, and leadership, resolving issues, representing the department, and supporting dispute resolution.
Lead training programs, workshops, and outreach efforts to enhance procurement knowledge and compliance statewide.
Monitor procurement operations and documentation, preparing reports and recommendations to improve performance and outcomes.

Appointment Type: This vacancy will be filled bypromotionof a current permanent status Office of State Procurement employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
