The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-620.
OSP Agency Mission: The Office of State Procurement serves as the centralized purchasing and contracting agency of the State of Louisiana, establishing competitive, cost- effective contracts for goods and services in full compliance with the law, and facilitating access to those contracts by State agencies and political subdivisions, equipping them to effectively serve the needs of the people of Louisiana.
State Procurement Supervisors play a key leadership role in overseeing the day-to-day operations of a team of State Procurement Analysts. They provide training, assign and review work, and evaluate performance to ensure a high-performing, knowledgeable team. Supervisors are responsible for ensuring that analysts deliver excellent customer service to vendors and user agencies while organizing and directing work across all central purchasing functions. They provide subject matter expertise as needed, implement policy and procedural changes, and ensure that staff remain informed and compliant with all updates. In addition, they regularly meet with analysts to evaluate performance, address challenges, and support problem resolution with vendors and user agencies, keeping the State Procurement Manager informed of issues that may require higher-level attention or intervention.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Six years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
A bachelor's degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
An advanced degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
Personnel Management
Lead and develop a team of State Procurement Analysts by assigning work, monitoring performance, providing training and coaching, reviewing work for accuracy, and documenting performance events.
Training & Expertise
Deliver training and guidance to staff, agencies, vendors, and contract-holders on procurement laws, policies, procedures, workflow processes, and system tools such as SAP LaGov and ProAct.
Serve as a subject matter expert, assisting internal and external stakeholders with routine and complex procurement activities, and providing data for performance analysis and reporting.
Customer Service
Model and reinforce excellent customer service, ensuring clear, professional communication with agencies, vendors, and internal stakeholders while emphasizing OSP's supportive role.
Represent leadership and the team in meetings, taking ownership of tasks and resolving problems effectively.
Workflow Management
Organize and distribute team responsibilities efficiently, verify the completeness and compliance of procurement documents, and ensure approved files are ready for processing.
Policy Administration
Explain, interpret, and enforce State procurement laws, rules, and regulations, translating broad policies into actionable plans, supporting compliance, and facilitating issue resolution.
Other Duties
Uphold professional conduct, monitor standards, and support special projects or additional duties as assigned.
Position-Specific Details:
Appointment Type: This vacancy will be filled bypromotion of a current permanent statusOffice of State Procurement employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
This position also has aretention pay of $1.00 per hour for each hour worked.
