Marketing Statement

Under general supervision, the Accountant II performs intermediate level professional accounting work supporting the Philadelphia Housing Authority's financial operations. This position is responsible for maintaining accurate financial records, preparing reconciliations and journal entries, and ensuring compliance with PHA policies, HUD regulations, and applicable governmental accounting standards. The Accountant II independently manages assigned accounting functions, supports financial reporting and audits, and assists with process improvements within the Finance Department.

Qualifications

Working knowledge of GAAP and governmental accounting standards (GASB preferred); Experience with general ledger accounting, reconciliations, and financial reporting; Proficiency in Microsoft Excel and accounting/financial management systems; Strong analytical, organizational, and problem solving skills; Ability to work independently with minimal supervision and manage multiple priorities; Effective written and verbal communication skills; Strong attention to detail and commitment to accuracy and deadlines.

Work is primarily performed in a standard office environment.

Occasional Travel: Traveling to sites or attending meetings

Minimum education

Bachelor's degree in Accounting, Finance, or a closely related field.

Minimum experience

Three (3) years of professional accounting experience.

Alternative Qualifications

Equivalent combination of education, training and relevant experience may be considered upon review by HR.

Preferred Qualifications/Experience

Experience working with HUD funded programs or public housing authorities; Knowledge of grant accounting and compliance requirements; Experience with enterprise resource planning (ERP) systems; Experience in governmental, public sector, nonprofit, or grant funded environments is preferred.

Responsibilities

Maintain assigned general ledger accounts and ensure timely, accurate posting of financial transactions, including complex journal entries, adjustments, and accruals in accordance with GAAP and GASB standards; Review accounting activity for accuracy, completeness, and compliance with internal controls, PHA policies, HUD regulations, grant requirements, and applicable federal, state, and local laws; Conduct monthly reconciliations of balance sheet accounts, including cash, receivables, payables, deposits, interfund balances, grants, and payroll-related accounts; investigate and resolve reconciling items promptly.; Assist with month-end and year-end close processes, including preparation of schedules, variance analyses, supporting documentation, and required adjustments; Prepare routine and ad hoc financial reports, schedules, and analyses; assist with budget-to-actual comparisons and provide variance explanations; Support internal and external reporting requirements, including HUD submissions, grant reporting, and other regulatory filings; Prepare schedules and supporting documentation for internal and external audits (including HUD and Single Audits); respond to audit inquiries and assist in resolving findings; Support accounting for grant-funded and restricted programs, ensuring costs are properly recorded, allowable, and compliant with applicable requirements; Ensure proper documentation, record retention, and audit trails for all financial transactions and activities; Utilize financial management and reporting systems to perform assigned duties; assist with system upgrades, testing, implementations, and identify opportunities for process and reporting improvements; Work collaboratively with Finance staff and other departments to resolve accounting issues; provide professional support and respond to internal inquiries regarding account balances, expenditures, and procedures; Assist with special accounting projects, research, staff training on accounting processes, and perform other related duties to support the goals of the Finance Department; Performs related duties as assigned
