Responsibilities Performs a wide variety of budget and analytical duties on annual and/or multi-year budget estimates for assigned programs during the formulation, execution, and evaluation phases of the Planning, Programming, Budget and Execution (PPBE) cycle. Performs budget administration work involving the processing of and monitoring commitments, obligations, and expenditures for program budgets with different sources and @types of appropriations, allotments, transfers, reimbursable, and refunds. Serves as a liaison between management and program offices on issues such as budgeting strategies and techniques; use of financial management products; resource distribution; program priorities; and annual Spend Plan developments. Conducts variance analyses, reviews, and special studies of budget and/or related information. Assesses program budget impacts due to new or revised legislation, Programming Decision Memorandum (PDM), and/or Resource Allocation Decisions (RAD). Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. Performs quality checks of automated system database information and advises Senior manager of any significant problems. Requirements Conditions of Employment Qualifications Basic Requirements Time-in-Grade (GS-09): Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. Specialized experience is defined as: experience assisting in formulating and justifying budgets, analyzing budget submissions and financial data, and certifying and executing funds associated with emphasis on Security Assistance/Security Cooperation (SA/SC) programs or Foreign Military Sales (FMS). Time-in-Grade (GS-11): Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. Specialized experience is defined as: experience assisting in providing financial advisory services for a large organization with an emphasis on Security Assistance/Security Cooperation (SA/SC) programs or Foreign Military Sales (FMS). Time-in-Grade (GS-12): Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Specialized experience is defined as: experience identifying, analyzing, and resolving a wide range of budgetary challenges; experience utilizing financial systems to research and analyze data pertaining to the budgets; experience processing and executing funding documents associated with the Security Assistance/Security Cooperation (SA/SC) programs or Foreign Military Sales (FMS); or experience with FMS sales processes from case development through implementation, execution, and closure. Education For the GS-09: Two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. For the GS-11: Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. There is no substitution of education for specialized experience at the GS-12 grade level. To be creditable, education must have been obtained in an accredited college or university. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position. In addition, 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action.
