This position exists in a collaborative relationship with the Director's Office and IDEPC sections to provide oversight and management of the activities related primarily to the Influenza A/H5N1 Pandemic Preparedness project and includes the elements of: expertise in the award and scope of the H5N1 agreement and requirements; emergency preparedness, organizational planning, quality improvement, data practices, information technology, and resource allocation. This position provides leadership to ensure cross-divisional collaboration and planning, quality improvement, and best practices. This position will lead the planning, design, and conduct epidemiological investigations including analysis and reporting for Influenza A/H5N1 Pandemic Preparedness. The incumbent will lead data coordination and management within the Infectious Disease Epidemiology, Prevention and Control Division (IDEPC), with MDH partners, and partners external to MDH. The incumbent will also design and lead analyses that involve data from multiple sections across the division and within MDH including case, testing, and hospital capacity data. They will provide oversight, coordination, management, and mentorship to MDH staff and students (e.g., graduate and medical students), conducting analysis projects on H5N1 epidemiology and emerging infectious diseases. The position will coordinate efforts with other disease areas such as zoonotic, vaccine preventable disease surveillance, influenza, crossing cutting epidemiology and Department of Agriculture to understand the long-term impacts of H5N1 on residents, workers and communities. Additionally, the position will serve as a liaison and coordinate activities of Influenza A/H5N1 Pandemic Preparedness Project with local public health.
This position is temporary and is expected to last until or around January 15, 2027.
Exercise supervisory authority so that applicable labor agreements and plans are equitably administered, and employees within the section effectively perform assigned work tasks to achieve annual goals and objectives.
Initiate and lead the planning, design and conduct analyses to characterize H5N1 case epidemiology and epidemiology of other related emerging infectious diseases.
Collaborate with epidemiology supervisors within the IDEPC Division and other areas of MDH to determine analysis priorities.
Provide coordination and mentorship of graduate students, student workers, and other trainees for H5N1 analysis projects.
Serve as a lead or principal investigator for CDC grants, contracts and cooperative agreements.
Provide epidemiologic consultation and collaboration with LPH and other local jurisdictions on H5N1 surveillance and response activities for the Influenza A/H5N1 Pandemic Preparedness project.
In accordance with HR/LR Policy #1422 Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
Minimum Qualifications
Four years of professional experience as a lead Epidemiologist or Epidemiologist Supervisor, which includes responsibility for designing and conducting a variety of investigations of infectious diseases or related professional experience.
Additional minimum qualifications to be assessed during the interview:
Expert technical knowledge of epidemiologic methods and experience in applying them to solve complexproblemsindiseasesurveillance,outbreakinvestigationanddiseasepreventionandcontrol activities.
Knowledgeofinvestigationtechniquesandmethodsofanalysisneeded toidentifyasourceof transmission or to explain a given epidemiologic situation.
Abilitytocommunicateeffectively,bothverballyandinwriting, epidemiologicandother health information to experts as well as to the lay public.
Abilitytoprovideexpert consultationanddefines standardsofpublic healthpracticeforinternaland external stakeholders.
A related master's degree may substitute for eighteen (18) months of experience; bachelor's degree may substitute for twelve (12) months of experience; and associate's degree may substitute for six (6) months of experience.
Preferred Qualifications
Master's degree in public health, Microbiology, Epidemiology, or closely related public health field.
Knowledgeandexperienceworkingwithlocal public health and Minnesota Public Health Systems, and knowledge of state and local public health problems and programs.
Excellentskillsinplanningdisease investigations, analysis, and ability to design and implement infectious surveillance systems.
Experience using technology and knowledge and skills in data management and the use of computers, databases, and electronic files.
Ability to work under pressure to quickly evaluate information necessary to respond to an outbreak or other public health emergency including reviewing scientific literature and disease patterns and symptoms.
