About this Job
The Office of State Resources (OSTR) is responsible for the stewardship, administration and strategic management of Louisiana's publicly owned land, mineral, water and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB), the Office supports the full lifecycle of public resource management - beginning with the initial bid and contract evaluation, negotiation and title verification. Once agreements are in place, OSTR oversees operational compliance, ensuring that developers and operators meet performance standards, fulfill contractual obligations, and remit appropriate royalty payments to the State.
The Resource Analytics Division represents the proprietary and technical backbone of Louisiana's resource governance system, providing engineering, geological, geophysical, and analytical expertise in support of the SMEB's fiduciary responsibilities over State-owned lands and energy resources. This Division comprises of the Resource Management Section, which oversees and monitors operator compliance with mineral leases, other agreements for use, and production of state-owned energy resources; and the Engineering Section, which administers the State's seismic permitting program and provides valuations, technical reviews, and spatial analysis for all proposals for energy-related uses of state-owned property.

Minimum Qualifications
Four years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 15 semester hours earned from an accredited college or university will be credited as six months of experience.

Job Duties and Other Information
Responsible for the preparation of documents, letters and technical correspondence of an exact and/or confidential nature.
Prepare and mail correspondence as requested by staff. Process all operating agreements, voluntary unit forms and non-exclusive geophysical permits for the Division, and update these forms as necessary
Organize, maintain and update the filing of necessary documents produced by the Division. Provide back-up support for posting additions and edits to the OSTR website.
Assist in the preparation of the monthly State Mineral and Energy Board (SMEB) meeting reports and minutes.
Prepare post meeting resolutions and final reports of Board actions. Make an audio recording of lease sales and Board meetings for archival purposes.
Serve as timekeeper for the Resource Analytics and Land Administration Division.
Maintain payroll entry into the LaGov SAP payroll system for employees, review payroll time entry reports for accuracy and prepare Prior Pay Period Adjustments (ePPA) as needed.
Perform purchasing duties for the Division, including office supplies, maintenance contracts, subscriptions, dues, map services, food and drink for SMEB, etc.
Prepare Shopping Carts and Purchase Orders in LaGov eProcurement system, as necessary, and process invoices utilizing the purchasing card (P-Card), if applicable.
Coordinate all travel arrangements for the Division.
Make reservations for necessary staff travel and prepare travel authorizations with all supporting documentation, ensuring compliance with state and department travel guidelines
The incumbent serves as the liaison between Fiscal and Resource Analytics on travel related issues, obtaining all required signatures and assisting with expense reports and justifications as needed.
Answer phone calls, take messages and greet visitors for the Division. Assist with answering the main OSTR phone line and email in rotation with other administrative assistants if needed.
Assist with other administrative and clerical tasks as needed by the office or the Executive Director.
