Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Senior Project Manager will report to the Construction Program Manager within the Enterprise Infrastructure Programs (EIP) Directorate and provide program and project management support. This position will have key responsibilities managing Construction Planning Funds (
Key Responsibilities
Construction Planning Project Management duties:
Under general supervision of a Program Manager, manages small projects (
Participate in all aspects of the project(s) over the planning lifecycle as identified in the CAPP Process: Idea, Discovery, Planning, and Development for Construction Program Projects, using MSTS project management processes, techniques, and tools.
Maintain baseline and completes monthly status, forecast, and variance analysis in accordance with MSTS project management processes.
Manage cost and schedule development, coordinating with Work Package Managers (Planning Leads and Execution Project Managers) and Project Controls Specialist.
Collaboratewith Project Planning & Execution Divisions, Project Controls, and other stakeholders to maintain discovery, planning and development schedule and resource templates.
Brief management and stakeholders on planning progress, costing, schedule, raise issues as 3rd party, and helps coordinate solutions.
Complete annual task planning for Construction Planning Projects, establish annual baseline, generate carryover projection, identify resource needs, complete task plan write-up.
Complete annual programming for Construction Planning projects including annual programming analysis, projections, and write-up for programming submittal.
Apply project management best practices and processes through an Integrated Project Team approach for such items as project planning, work authorization, monitoring project performance, and controlling the project baseline.
Construction Program G2 Administrator duties:
Act as the primary G2 administrator for the Construction Programs; coordinating with NNSA G2 Points of Contact, G2 Lead, EIP Divisions, and other MSTS Divisions as needed.
Monitor and communicate key G2 deliverables and due dates to Program and Project teams.
Update monthly performance data, including costs, commitments, forecast, and milestones into G2 system, ensuring accuracy of data.
Establish/update lifecycle milestones and spend plans in G2 system via Baseline Change Request (BCR), coordinating with Construction Project Teams and Construction Program Manager.
Complete financial (FinPlan) changes as directed by the Program Manager.
Develop initial write-up of G2 BCR and FinPlan changes, submits to Construction Program Manager for review.
Track and support completion of action items for Construction Program related to G2 and/or monthly HQ calls.
Actively gather project details from Asset Program Managers, Planning Leads, Program Manager, and other project stakeholders for programming submittals.
Perform data quality checks on G2 data to ensure accurate data is entered into system.
Other duties:
Integrate with multiple organizations, including EIP, Project Planning, Project Execution, and other MSTS organizations as needed.
Provide monthly EAC reports for Construction Program.
Update monthly funding log for Construction Program.
Provide Construction Program analysis through capturing and analyzing data to create summary metrics for performance tracking or presentations.
Develop and progress MSTS and EIP initiatives and strategic planning efforts supporting the Infrastructure Portfolio.
Qualifications
Bachelor's degree in a related field or equivalent training and experience and at least 5 years' related professional experience.
Previous project management experience and responsibilities should include:

Computer skills: Must be fluent in Microsoft Office including Excel, PowerPoint, Word, SharePoint, and Teams. Must be fluent with database applications. Must be able to learn new applications (specifically databases) quickly.
Organization skills: Ability to track multiple projects/activities, working with multiple stakeholders in a dynamic environment.
Previous construction project management experience a plus, includes: defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
Demonstrate strong communication, leadership, and analytic skills and be able to work in a dynamic environment..
The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
Work schedule for this position will be 4/10's, Monday - Thursday (subject to change).
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Must possess a valid driver's license.

Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $100,755.20 - $151,132.80.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
