Summary This position is based within VISN 5 as part of the Clinical Resource Hub (CRH) Tele-Mental Health (TMH) program. The Supervisory Social Worker provides both administrative and programmatic oversight for all social work staff in the CRH TMH program. This role ensures effective coordination, compliance, and delivery of high-quality tele-mental health services across the network, supporting integrated care and operational excellence. Responsibilities FUNCTIONS OR SCOPE OF ASSIGNED DUTIES: Responsible for the administrative and clinical supervision of CRH TMH staff within the Suicide Prevention Telehealth Program, Virtual Psychotherapy Program for Caregivers, Substance Use Disorders program, and general mental health program. This includes direct administrative and clinical supervision of LCSWs, LPCs, and LMFTs. Additionally, program coordination and management of these programs is included in this position, as needed. Responsible for approving leave, evaluating performance, and monitoring all OPPE/FPPE and competency requirements for all staff in their reporting line. Responsible for providing direct clinical services as part of the General Mental Health program within VISN 5 TMH CRH. Care is provided virtually, through the modalities of CVT, VVC, and phone, to all facilities within VISN 5, as well as non-VISN 5 facilities as assigned. The incumbent is expected to function fully and autonomously as an advanced practice psychotherapist in a general mental health setting. This includes the ability to provide psychodiagnostic assessment, individual, group, and couples/marital therapy across a broad range of psychiatric diagnoses and psychosocial variables. These may include (but are not limited to) Veterans with history of PTSD, SUD, depression, anxiety, and serious mental illness (SMI). Responsible for providing consultation to professional staff within the CRH as well as to clinical staff and providers assigned to the VHA sites s/he has been assigned to, concerning clinical assessment findings and appropriate treatment plans for patients assigned to the CRH and the VHA location the Veteran patient is referred from. Responsible for developing, implementing, and documenting the psychotherapeutic treatment plan for an assigned caseload of virtual patients within the facilities s/he works, including prompt completion of clinical reminders and other documentation requirements. Use of evidence-based treatment and assessment procedures is expected. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f) Education: You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Licensure: You must be licensed or certified by a state to independently practice social work at the master's degree level. *Exception: For assignments at the GS-9 level, VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as a social worker. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment. Grade Determinations GS-13: Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Experience Requirement: You must possess one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
