This position duties are but not limited to, complex administrative support, within the Children and Youth Services Department, compiling statistics and generating a variety of reports for the State and Agency, verifies MA eligibility, tracks children in placement, completes MA and Title IV-E paperwork for federal funding, create and maintain Federal IV-E files, ensure all Vendor Certificates are up to date, reviews Dependency and Delinquency court orders to ensure compliance with governing regulations and laws, complete CY-61B quarterly redeterminations, review and maintain records for third party benefits (SSI) for youth in Foster Care and Adoption, completes data entry into agency data systems for opening/closing cases, additions/changes in placement, additions/changes in address, additions/changes in demographic information, answers the phone, greets visitors and participates in the mail run on a rotating basis with the rest of the clerical staff. Duties and responsibilities (include but are not limited to):
A mandated reporter at all times.
Maintain confidentiality in regards to consumer information and records in accordance with governing regulations and laws.
Answers the phone, monitors the cameras, greets visitors and participates in the mail run on a rotating basis with the rest of the clerical staff.
Create and maintain Federal IV-E files
Ensure all Vendor Certificates are up to date and in Title IV-E files.
Review the eligibility paperwork to ensure compliance with Federal Regulations
Act as IV-E liaison to County Assistance Office
Reviews Dependency and Delinquency court orders to ensure compliance with governing regulations and laws.
Complete quarterly determinations of eligibility for Act 80 and 91
Requests, reviews and calculates third party benefits for children in foster care and adoptive placements.
Completes the CY28 report
Completes the Quarterly In Home Children Served by Cost Center Report
Act as EPSDT Coordinator.
Complete the CY60 for children in placement to enroll in MA Plan and update CY60 as changes occur.
Ensure PCP Enrollment for children in placement and make changes as necessary.
Acts as Title IV-E Eligibility Determination worker for CYS and JPO
Maintain files for CYS Title IV-E files, ensure paperwork is filed in a timely manner, rotate files as needed.
Complete TANF forms and determine TANF eligibility for CYS and JPO children in placement and CYS children in home.
Act as Random Moment Time Study Observer back up.
Order birth certificates and maintain records.
File for child support through Domestic Relations for CYS children in placement and update Domestic Relations of the status of child.
File for Social Security for CYS children in placement who are eligible for Social Security and update Social Security of the status of the child as needed.
Complete CY-61B quarterly redeterminations
Complete CY-61 A & C as needed.
Compile and generate Monthly Foster Board report for fiscal.
Review and maintain records for third party benefits (SSI) for youth in Foster Care and Adoption
Compile and generate Annual School District report (Children aged 5-17 in Community Based Placement)
Completes data entry into agency data systems for opening/closing cases, additions/changes in placement, additions/changes in address,additions/changes in demographic information, etc.
Clear new case household members in MCI
Act as Training Liaison; track annual training hours, attend training meetings for Western Region, enroll new workers in training program and maintain list of current workers in training program and register workers for training.
Check and code invoices for children in placement.
Scan JPO legal documents into data system and send out notification to workers of scanned material.
Act as secretary for CYS Advisory Committee; take minutes, send out invitations and minutes to members, collect bank statements, and maintain a file of advisory work.
Act as notary for CYS.
Create and distribute new Foster Care Contracts, Specialized Contracts, IL Contracts, Adoption Subsidy Contracts, and SPLC Contracts.
Maintain current Foster Care Contracts, Specialized Contracts, IL Contracts, Adoption Subsidy Contracts, and SPLC Contracts.
Create and distribute annual Foster Care Contracts for yearly renewal.
Create and distribute Adoption Subsidy Annual Update Survey and Act 80 and 91 Annual Questionnaire.
Participate in staff meetings and ongoing supervision.
Utilize agency vehicles as transportation to perform job duties that require travel outside the agency.
Must have daily access to reliable transportation.
Perform other related work as required. Crosses program lines when the need arises

Required Knowledge, Skills, and Abilities:
Work is performed in accordance with established regulations, policies and procedures, but employee is expected to exercise initiative and independent judgment in achieving objectives.
Knowledge of federal, state and county rules, regulations, policies and procedures.
Knowledge of Agency practices and procedures.
Knowledge of computer software, such as: Microsoft Word, Excel, Outlook, etc.
Knowledge of English grammar, spelling and punctuation at a level equivalent to that used in writing or adjusting written materials normally consisting of simple sentence structures, one and two syllable words, and punctuation marks for word, number and sentence separation.
Knowledge of the required care and maintenance of a @typewriter, printer, copier and mail machines.
Knowledge of standard office procedures, practices and conduct.
Knowledge of the @types, organization, and use of standard office files, logs, forms and letter formats.
Knowledge of advanced arithmetic which involves calculations similar to adding, subtracting, multiplying, and dividing mixed numbers of complex fractions, conversions of fractions into decimal or percent form, and use of variable formulas that are selected, using spreadsheet programs such as EXCEL.
Ability to @type at a minimum speed rate of 40 word per minute.
Ability to understand and follow oral and written instructions which explain multifaceted procedures.
Ability to proofread information for conformance with a prescribed pattern or form, to assure the adherence to clerical office methods or for compliance with specific administrative or procedural rules.
