The primary purpose of this position is to serve as a resource's advisor/budget analyst performing day-to-day control and management involving the formulation, execution, and/or analysis of the organization's budget and funding requirements.Salary ranges include local market supplements. Responsibilities Serve as the functional point of contact for day-to-day budget/financial issues. Perform budget formulation work involving review and preparation of budget estimates and financial plans. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Provide advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information. Use budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. Requirements Conditions of Employment Qualifications This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of budgetary methods, practices, procedures, regulations, precedents and policies to perform and advise on budget administration tasks. Knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of assigned budget activities in order to relate needs and accomplishments of the organization to anticipated actual dollar figures in the budget. Knowledge of sources of information about the programs and finances of the organization's budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Knowledge of budget formulation processes to forecast annual revenues and expenses of assigned funds and to enter/adjust information in forms and schedules in acceptable budget formats (e.g., showing fund assets and liabilities). Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. Skill in gathering, assembling, and analyzing information found in accounting reports, payroll records, work reports, or inventory and supply data. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. Ability to make oral presentations on the budget and conduct budget-related training to a variety of audiences. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This is a Financial Management Level I Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
