Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base/Major Range and Test Facilities Base civilian Personnel Workforce (DIB and MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Joint Munitions Command located at Pine Bluff Arsenal, Arkansas. More information can be found in the additional information section of this announcement. Responsibilities Advise or counsel subordinates on work and administrative matters. Communicate policy, directives, regulations, and authoritative guidelines regarding program implementation to subordinates. Evaluate agency-wide training requirements developed to meet regulatory criteria. Analyze training and development policies, programs, or resources to develop strategies that meet annual requirements efficiently. Meet with participants in community organizations to hear their perspective on program effectiveness or deficiencies. Evaluate prevention programs to ensure regulatory compliance. Provide guidance and direction to program managers. Prepare program reports to meet regulatory requirements. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Alcohol and Drug Abuse Control Officer: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Counseling, Psychology, or Social Work. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) administering substance abuse prevention programs; 2) providing training regarding substance abuse programs; 3) preparing reports and assisting with briefing senior leadership on matters pertaining to employee programs; and 4) planning for and developing budgets according to guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. You must provide official transcripts to support successful degree completion prior to being appointed. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
