Duties Description Under the direction of Project Manager 5, SG-29, within the Division of Dedicated Support, Bureau and Section of Office of General Services (OGS), the Business Systems Analyst 2, SG-23, will perform duties related to and assist in the oversight of interpreting and converting documented user and business requirements into technical specifications for development implementation. In addition, they will subsequently work closely with development leads and quality assurance engineers to ensure the implemented system meets all necessary quality standards and guidelines.Specific duties for this position include, but are not limited to, the following:- Gather and document business requirements for technology solutions. - Collaborate with stakeholders and technical teams to align business goals with IT capabilities. - Support digital transformation initiatives involving cloud platforms, automation, AI, and analytics. - Recommend business process improvements with technical teams. - Create business cases, requirements documents, and cost-benefit analyses. - Simplify complex technical concepts into clear business requirements. - Assist in solution design, testing, and implementation. - Ensure solutions meet business objectives and compliance standards. - Conduct requirements discovery, stakeholder interviews, and customer journey analysis.- Create functional specifications, business capability statements, user stories, process flows, and use cases. - Perform gap analysis and root cause analysis on business requests and challenges. - Support Agile and Waterfall delivery methodologies, with a preference for Agile. - Document system interactions, business rules, and workflows. - Conduct quality assurance for all solutions and product deliveries. - Assist with training, documentation, and the adoption of new technologies.
Minimum Qualifications NOTE: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NY HELPS Program, this title may be filled via a noncompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Minimum Qualifications: Seven (7) years* of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders. SUBSTITUTIONS: - An associate degree may substitute for two years of experience - A bachelor's degree may substitute for four years of experience - A master's degree may substitute for five years of experience - A doctorate may substitute for six years of experience. Promotion: One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 1. Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. 55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
