State Government & External Affairs Director

Under the general direction of the Senior Vice President, Government and External Affairs, and in collaboration with the Market President, the Government & External Affairs Director will serve as the primary government relations representative in Pennsylvania. This position will represent AmeriHealth Caritas by attending relevant meetings, events, and hearings, and will represent the Market President in their absence. The Government & External Affairs Director is required to be present for all pertinent legislative meetings and critical regulatory action in assigned states/territories.

Work Arrangement: This is a hybrid position located in Newtown Square with regular travel expected in Southeast Pennsylvania and to Harrisburg based on business needs.

Responsibilities:

Serve as the primary point of contact for state legislators, executive branch decision-makers, local decision-makers, and other policymakers.

Monitors state legislative and regulatory issues of concern to AmeriHealth Caritas and apprises the Market President, Government Relations, Public Policy, and other teams, as appropriate, of emerging issues.

Represents AmeriHealth Caritas before decision-making bodies, including but not limited to providing testimony at public meetings, prepping other leadership, sponsors, and staff, providing research to assist in the support of positions on pending legislation, and direct lobbying of key decision makers.

Works with Government Relations, the Market President, and consulting lobbyists to set legislative strategies and priorities.

Establishes and maintains regular communication with internal leaders on relevant legislative and regulatory activity.

Builds and strengthens relationships with key advisory and oversight stakeholders, allies, and community leaders, committees.

Builds effective relationships with other AmeriHealth Caritas leadership to develop a thorough understanding of company operations, goals, and objectives.

Coordinates with the communication team to ensure consistent messaging and collaboration across departments, assisting in the development of materials to promote AmeriHealth Caritas state-specific successes

Education:

Bachelor's Degree or equivalent combination of education and relevant industry experience.

Experience:

Five (5) plus years of successful experience and demonstrated skill working with the assigned state legislature, public policy/government relations.

Experience in lobbying at the state level.

Strong knowledge of the healthcare industry, insurance, and/or managed care is preferred.

Knowledge and understanding of the legislative processes for the assigned state(s)

Excellent written communication skills, including business writing, clear and concise narrative reports, evaluations, and other narrative pieces.

Ability to participate in meetings, work in a team environment, and interact with all levels of staff and the public.
