About the Family & Social Services Administration:
The Office of Early Childhood and Out-of-School Learning (OECOSL) within the Family and Social Services Administration (FSSA) oversees early childcare, education, and out-of-school-time programs. OECOSL's vision is that every Indiana community will have a strong network of Early Care and Education and Out-of-School Time programs that support the child, the family and local schools. Programs will be high quality, affordable and accessible to enable families to work effectively to obtain economic self-sufficiency. Children will thrive in programs that meet their developmental and educational needs and make them feel welcome, encouraged, and supported. Professionals teaching and caring for children will have the resources, including training and education, needed to operate and maintain high quality programs.
Role Overview:
In this role, Director of Child Care Subsidy, you will provide oversight and leadership of all family supports delivered through the (OECOSL), including CCDF subsidy services. You will oversee, plan, develop, implement, monitor, and evaluate programs/services/projects of the Child Care Development Block Grant (CCDBG) regulations and funding, and the On My Way Pre-K (OMWP) program and in coordination with the Indiana Head Start State Collaboration Director. You will provide for the oversight and delivery of consumer education, family eligibility determination, alignment of policies and processes across systems, and monitoring protocols and practices to ensure compliance with all federal requirements. Your role leads the development and maintenance of the CCDF State Plan and policies to align with federal regulations required for administration of the Child Care Development Block Grant (CCDBG). This role oversees state contracts with five partner agencies with 100 employees statewide and ensures compliance with all contract expectations and guidelines. The Director leads the following program areas: CCDF Policy Team, On My Way Pre-K Team, and partner agencies that are responsible for delivery of support and services to families, including the CCDF Eligibility Offices, Indiana 211, and the family child care referral process, ensuring the CCDF Policy Consultants, Payment Vendor, Community Navigators and Eligibility Specialists have the necessary technical support and resources through ongoing training/educational opportunities to promote continuous improvement and extend capabilities.
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
Develop and coordinate plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
Provide guidance to agencies and the public regarding applicable laws and rules.
Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
Monitor agency or program budget including revenues, expenditures, and budget projections.
Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner.
Coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.).
Coordinate, review and evaluate the use of appropriate controls and standards for the agency.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
