Responsibilities This position is located in the Executive Office of the United States Attorney's Office, Resource Management and Planning (RPM) staff, Budget Execution Staff. The Budget Analyst is responsible for financial management of the 94 U.S. Attorney's offices and the Executive Office which are treated in the aggregate for purposes of financial planning and management. The incumbent performs a variety of technical and analytical budgetary, financial management duties on assigned district offices and on assigned special activity areas. Typical work assignments will include: Estimating U.S. Attorney expenses by program category and by object class. Analyzing actual obligations as reported monthly by accounting office with estimates of funding distribution. Arranging from adjustment to accounting reports or developing reprogramming notifications as appropriate. Overseeing the maintenance of Executive Office obligation records and reconciling differences which arise between Executive Office records and accounting records. Preparing comprehensive justifications of budget estimates for individual phases of operations by review and analysis of data submitted by the U.S. Attorney offices and through researching into and analyzing of previous expenditure data. Requirements Conditions of Employment Qualifications GS-11: To be qualified at the GS-11 grade level in Federal service, you must meet at least ONE of the following conditions: Specialized Experience, Education, OR a Combination of Education and Experience. Specialized Experience: At least one full year of specialized experience equivalent to the GS-09 grade level in Federal service monitoring, tracking, and reviewing obligations to ensure they are properly maintained; assisting in preparation of budget requests; reviewing and analyzing program fund requirements; and preparing budget reports. -OR- Education: Possess a Ph.D. or equivalent doctoral degree in a related field (e.g., Accounting, Finance, Business), or LL.M., if related; or three full years of progressively higher level graduate education leading to such a degree. -OR- Combination of Education and Experience: A combination of specialized experience and education which when combined equal 100% of the requirement (Only graduate education in excess of two full years is creditable). GS-12: To be qualified at the GS-12 grade level in Federal service, you must have at least one full year of specialized experience equivalent to the GS-11 grade level: Specialized experience is defined as assisting in the formulation and execution of a budgets; analyzing and resolving complex budget problems; preparing preliminary budget estimates and reviewing justifications; managing financial processes, and providing technical advice, consultation, and assistance to management on a range of budget program issues.
