Summary This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. Responsibilities WHAT YOU'LL BE DOING DAY TO DAY As an Auditor you will use your knowledge of and experience with the Office of the Chief Information and the Office of Acquisition Management Services to optimize business results and customer experience by: Develops planning objectives, audit approaches, and audit guidelines for the timely completion of assignments in accordance with the standards and other requirements established for the @type of audit to be performed. Implements the audit plans and procedures, including performing segments of the audit plans to ensure adequacy and uniformity of coverage; accuracy of findings; adherence to established standards, objectives, policies, and procedures; and the application of sound accounting principles and auditing techniques. Makes substantial use of automated data processing (ADP) procedures and controls and use and adapt ADP equipment and programs in the conduct of audits as well as to apply statistical sampling techniques which are defensible in a court of law. Reviews, analyzes, and verifies audit reports and audit working papers to determine that all findings are supported and that the audits are performed in accordance with the Government Accountability Office (GAO) standards. Develops planning objectives, audit approaches, and audit guidelines for the timely completion of assignments in accordance with the standards and other requirements established for the @type of audit to be performed. Implements the audit plans and procedures, including performing segments of the audit plans to ensure adequacy and uniformity of coverage; accuracy of findings; adherence to established standards, objectives, policies, and procedures; and the application of sound accounting principles and auditing techniques. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR You must possess the Basic Requirement and Specialized Experience Requirement below to be qualified for this position. Basic Requirement You must possess one of the items listed below (A or B): A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate @type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND Specialized Experience You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Planning and/or conducting in-depth audits programs, including defining audit objectives, developing audit plans, determining methodologies, and/or performing fieldwork to assess compliance, performance, and internal controls. Performing comprehensive quantitative and qualitative analyses of financial data using database management, accounting, or analytical software (e.g., SAS, SQL, Tableau, Excel, ACL) to identify trends, anomalies, or factors affecting program performance. Writing and presenting investigative or audit reports on programs, incorporating findings, conclusions, and recommendations for senior leadership or other stakeholders. Developing standards, guidelines, and/or procedures used to conduct detailed reviews and examinations of programs across a full range of audit @types (e.g., performance, compliance, financial, internal control).
