Administrative Assistant/Head Clerk - Treasurer\'s Office (\$57,155 -
\$73,761 Annually) This position is responsible for performing various
@types of skilled administrative, secretarial and record keeping services
in supporting the operations of the City Collector and Treasurer Office.
SUPERVISION: Works under the general supervision of the City Treasurer /
Collector, following department rules, regulations, and policies,
requiring the ability to plan and perform operations, and to
independently complete assigned tasks according to a prescribed
schedule. Performs varied and responsible duties requiring a thorough
knowledge of departmental operations and the exercise of judgment and
initiative in responding to inquiries, particularly in situations not
clearly defined by precedent or established procedures. ESSENTIAL
FUNCTIONS: The essential functions or duties listed below are intended
only as illustrations of the various @type of work that may be performed.

the position. -Post daily receipts in accounting software -Process
deposits from other municipal departments -Track and report on postage
for all departments -Track employee payroll deductions and Department of
Revenue garnishments -Reconcile bank statements -Report monthly bank
interest to Treasurer -Manages tailings for vendor, payroll, and
retirement bank accounts -Assumes all duties and responsibilities of the
Assistant Treasurer/Collector and /or Principal Clerk in his or her
absence. -Prepares daily bank deposit, including turnovers from other
departments. -Enters and updates general ledgers. -Balances bank
statements in Quicken. -Processes payroll and reviews payroll company
records. -Completes quarterly US Census Bureau survey. -Coordinates
tailings quarterly, notifying payees of outstanding checks. -Issues stop
payments and manually issues new checks if checks are lost or stolen.
-Answers phones and respond to customer inquiries, requests for files or
reports, and complaints. Provide general information on Collector /
Treasurer matters. -Performs other related job duties as required.
RECOMMENDED QUALIFICATIONS: Education and Experience: Applicant must
have a High School diploma or equivalent, and 1 to 3 years of related
experience; or any equivalent combination of education, training,
certification, and experience. Prior cash handling, and general ledger
experience. The ability to perform well under pressure is highly
desirable. This position requires accuracy and attention to detail. Core
Competencies: -Thorough knowledge of municipal financial policies and
procedures and the applicable provisions of the Massachusetts General
Laws about the operation of the City Treasurer/Collector?s office.
-Knowledge of automated municipal finance systems, such as MUNIS.
-Ability to interact appropriately and tactfully with the public and
other city departments. -Ability to resolve difficult customer service
issues. -Ability to analyze and interpret financial data and to present
findings clearly in written and oral form. -Ability to maintain detailed
and extensive records and prepare reports. -Ability to work effectively
under time constraints to meet deadlines. -Ability to work independently
and make decisions. -Skill and accuracy in working with numbers and
details. -Skill in data processing, word processing, spreadsheets, and
related financial applications. -Excellent organizational skills.
JUDGMENT AND COMPLEXITY The work requires examining, analyzing and
evaluating facts and circumstances surrounding individual problems,
situations or transactions, and determining actions to be taken within
the limits of standard or accepted practices. Guidelines include a large
