Under general direction, the Protective Services Supervisor oversees, plans, prioritizes, reviews, and participates in the work of a unit responsible for providing casework management. Initial and continuing assessments, and processing services in various Family and Children's Services Programs.
ESSENTIAL DUTIES AND FUNCTIONS
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
Models accountability by following Federal and State laws and ensures staff are informed about law and policy changes that affect their work.
Consults with staff on case management, case decisions, and court reports
Ensures assessments, case plans, and other practices are consistent with the Integrated Core Practice Model (ICPM) and effectively utilizes designated tools.
Identifies and implements tools (e.g., dashboards, data points, charts) to monitor outcomes and measure effectiveness and casework practices.
Demonstrates commitment to the professional development of staff and provides opportunities for staff to gain new knowledge and skills through multiple strategies (e.g., training, coaching, and leadership opportunities)
Meets regularly with staff and stakeholders (e.g., children, families, community members and Tribes) to understand their perspectives; develops consensus and creates a path forward that is sensitive to the varied needs and concerns of all parties.
Holds regular supervision meetings with staff to review casework for fidelity to the ICPM and seeks input and develops solutions for issues that impact the services for children, youth, and families provided by the Agency.
Sets performance standards and supports and motivates staff to achieve performance goals by overseeing workload distribution, skill development, and service quality
Leads performance discussions and appropriate actions needed, using progressive discipline, when necessary.
Involves staff in implementation and system improvement by setting unit goals together and communicating them in meetings and supervision.
Assists colleagues, as needed, including overseeing other work units, holding team meetings, and collaborating on case planning.
Assists and covers caseworkers, as needed, to ensure cases are worked on and moved forward in a timely manner.
Provides information to management about staff performance, gaps in staffing and available services, resource needs, or other concerns.
Builds partnerships with community service providers that have cultural ties to families by gathering input from staff and families and identifying new service partners.
Composes correspondence, when necessary, to other HSA staff, community members, other agencies, and others.
Empowers staff to voice concerns and successes and fosters leadership within staff by recognizing and boosting confidence in them.
Addresses concerns/worries and ideas about implementing, supporting, and sustaining ICPM.
Education:
A Master's Degree in Social Work from a college or university accredited by the Council on Social Work Education (CSWE); OR
A Master's degree from a two year counseling program from an accredited school or university. Qualifying counseling degrees from a two year (2) counseling program includes Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, and Counseling Psychology;
Experience: Two (2) years of experience as a social service case manager in the field of child welfare services;
License and Certification: Positions require possession of an appropriate a valid California Driver's License.
SPECIAL REQUIREMENTS
The essential duties of this position require incumbents to: drive, usually outside the City of San Francisco; to get in and out of vehicles, climb flights of stairs to complete home visits; lift objects weighing up to 40 pounds.
A current copy of the driver's license and a current Motor Vehicle Record (MVR) must be submitted prior to appointment. Applicants must possess a good driving record, defined as not having the driving privilege suspended, revoked or being placed on probation for cause involving the safe operation of a motor vehicle within the preceding three (3) years. Violations will be reviewed on an individual basis and may be cause for non-selection or disciplinary action if employed.

Supplemental Questionnaire Evaluation: (Weight = 100%)
Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to:
Knowledge of: relevant federal, state, local and departmental laws, policies and procedures relating to Adult Services including IHSS, Protective Services and Family and Children's Services; the legal system pertaining to Adult Protective Services and Family and Children
Ability to: coach, organize, and review the work of professional and technical staff; promote good human relations with clients, coworkers, administrators, and community representatives; solve problems and resolve conflicts; make decisions using sound judgment
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
A passing score must be achieved on the Training and Experience Evaluation to continue in the selection process.
Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
