The Washington D.C. office, a segment of the Strategic Business Development organization within General Atomics EMS, is seeking a highly motivated and experienced Government Affairs and Policy professional to represent and advance the company's interests before Congress, the Department of Defense (DoD), the Department of Energy (DoE), and other relevant federal agencies. This position requires a strategic thinker with strong policy acumen, legislative and regulatory experience, and a deep understanding of national security, defense, and energy policy. The ideal candidate will play a critical role in developing and executing government engagement strategies that align with the company's business goals.
This position reports to a senior manager and is responsible for managing business development activities for products and services in the supported organization. Participates in the development of and implements short and long-term objectives for the supported organization(s) and may coordinate with management to implement current, annual, and long-term business development objectives for the organization. Provides guidance in implementing new and revised strategic objectives and acts as a liaison with other organizations and affiliates. May accomplish objectives through subordinate management. Represents the organization(s) with customers and potential customers, and business and non-business communities. May be responsible for decisions that have a serious impact on outcomes such as project schedules or additional expenditure of resources.
DUTIES AND RESPONSIBILITIES:
Oversee all phases of business development activities to ensure business and financial objectives are attained.
Manage the development of new strategic business opportunities and expansion of existing business opportunities. May consult with management in pursuing business partnerships, alliances, and joint ventures that enhance the capabilities of the organization.
Serve as a liaison between government customers, internal stakeholders as well as develop strategic relationships
Serve as the company's primary liaison to Congressional offices, DoD, DoE, and other federal agencies.
Develop and implement government relations strategies to influence legislation, regulation, and policies impacting the business interests of GA EMS.
Monitor and analyze federal policy developments, legislative activity, appropriations processes, and regulatory changes relevant to the company's programs and business interests.
Prepare briefing materials, position papers, testimony, and other advocacy documents.
Represent the company at industry association meetings, Congressional hearings, agency briefings, and policy forums.
Work cross-functionally with internal teams (legal, business development, engineering, etc.) to align policy strategies with corporate objectives.
Support the development of Congressional and agency engagement strategies related to program funding, R&D initiatives, and emerging defense/energy technologies.
Cultivate and maintain strong bipartisan relationships with key stakeholders across government and industry.
Assist in the day to day running of GA PAC, working with all engaged internal stakeholders.
Assist in compliance with all lobbying disclosure requirements and internal reporting.
Maintain the strict confidentiality of sensitive information. Other duties as assigned or required.

Job Qualifications:
Typically requires a Bachelors degree in Marketing, Business Administration or related field and six or more years progressively complex marketing/sales experience. Equivalent professional experience may be substituted in lieu of education
Must demonstrate a detailed and extensive expertise and application of business development principles and concepts, and practice as well as comprehensive project management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
Must possess the ability to resolve unusually complex problems; serve as spokesperson on projects; and be a representative for GA EMS in front of Congressional audiences.
Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
The ability to obtain and maintain a DoD Security clearance is required.
