The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.Position OverviewThe At-Risk State Coordinator is a leader who performs highly advanced consultative services and technical assistance work for the Highly Mobile and At-Risk student groups. This includes serving as the stateand#8217;s Foster Care Point of Contact and leading Foster Care Student Success, Pregnancy-Related Services, and At-Risk program requirements. The At-Risk State Coordinator also supports other Unit activities such as Military Connected Purple Star Campus Designation (PSCD), Texas Education for Homeless Children and Youth (TEHCY) program, other unit priorities and activities. The At-Risk State Coordinator reports to the HMAR Manager and supports the vision and mission of the HMAR unit.The At-Risk State Coordinator provides programmatic and technical support to agency staff, Education Service Centers (ESCs), Local Educational Agencies (LEAs), school personnel, and other stakeholders assisting students in foster care, pregnant and parenting students, and other identified at-risk groups. This role involves developing tools, resources, and professional development to address the needs of highly mobile and at-risk students. As a team-oriented leader, the Coordinator collaborates extensively with internal and external stakeholders, including the Texas Department of Family and Protective Services and the Childrenand#8217;s Commission. Their work focuses on cross-agency policy development, training, and resource guidance to meet federal and state foster care requirements. Additional responsibilities include implementing the Foster Care and Education Summit and other professional development initiatives to increase awareness for vulnerable student populations. Operating under minimal supervision, this position demands substantial initiative and independent judgment.Business needs may shift the role and essential job functions for this education specialist position. Program Development and Implementation: Lead the development, implementation, and continuous improvement of the Foster Care Student Success, Pregnancy Related Services (PRS), and At-Risk programs. Design and oversee program activities and statewide initiatives in collaboration with agency divisions and ESC support specialists. Develop, implement, and monitor program standards to ensure quality and compliance. Direct and support data collection and analysis processes to inform program design and improve outcomes for students served across these program areas.2. Technical Assistance and Support: Provide programmatic and technical assistance to agency staff, ESCs, LEAs, and stakeholders supporting Foster Care Student Success, PRS, and At-Risk students. Develop resources, tools, and guidance to address the needs of at-risk and highly mobile students. Design, deliver, and support training opportunities for ESCs, LEAs, and partners to enhance understanding of student needs and program requirements.3. Stakeholder Engagement and Professional Development: Represent the agency on state-level committees focused on improving educational outcomes for Foster Care Student Success, PRS, and At-Risk students. Collaborate with national, state, and local partners to inform program and policy development. Lead multi-agency coordination efforts, resource development, and cross-system guidance. Plan and facilitate stakeholder meetings to advance shared goals. Provide professional development and lead the creation and execution of the Foster Care and Education Summit to strengthen statewide knowledge of relevant laws, policies, and best practices.4. HMAR Division Collaboration and Support: Collaborate with HMAR team members to support the Military Connected Student program, Texas Education for Homeless Children and Youth program, and other HMAR initiatives. Contribute to unit projects and activities, including application reviews and crossand#8209;program efforts5. Special Projects: Support division-wide special projects, including developing online learning modules, resources, and unit presentations. Contribute to the creation of specialized reports (e.g., At-Risk Rider Report, Biennial Report), analysis of legislation, and preparation of policy and practice guidance for Foster Care Student Success, PRS, and At-Risk programs.
Qualifications: Minimum Qualificationsand#8226; Education: Graduation from an accredited four-year college or university and#8226; Experience: At least five (5) years of experience in program development for HMAR student groups directly or with programs that support HMAR student groupsand#8226; Substitutions: An advanced degree may substitute for two years of required experienceOther Qualificationsand#8226; Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the militaryand#8226; Knowledge of State and Federal policy to support foster care, at-risk, and mobile studentsand#8226; Knowledge of innovative practices and solutions to support at-risk studentsand#8226; Belief there is a palpable sense of urgency around increasing outcomes for Foster Care Student Success, Pregnancy-Related Services, and At-Risk student groupsand#8226; Highly skilled in a variety of technology tools and software applications (Microsoft Office Suite, Adobe, Excel, Outlook, etc.); ability to create clear and visually appealing documents and tools for diverse stakeholdersand#8226; Background or experience in social work is a plusand#8226; Educational administration and innovative lea
