Minnesota Housing is hiring! We're a mission-focused financial institution looking for a Housing Development Officer who will manages critical administrative and compliance functions for housing programs, specifically overseeing the Low-Income Rental Classification (LIRC) program and the processing of property taxes, insurance, and audits. As the primary point of contact for internal and external stakeholders, this position will support effective communication, regulatory deadlines, and data collection. Through serving as a recognized subject matter expert and engaging with a high level of independence and professional discretion, the person in this role will make a tangible impact on the stability and success of affordable housing across Minnesota.
Essential Job Duties
Serve as the subject matter expert and program administrator for the Low-Income Rental Classification (LIRC) program, overseeing the accurate processing of over 3,000 renewal applications annually and supporting the continuous improvement of program.
Act as the primary point of contact for internal and external partners, including HUD, the U.S. Department of Agriculture, county assessors, property owners, and management agents.
Management of property tax and insurance payments for approximately 275 developments, ensuring all deadlines are met and performing detailed escrow analysis after each payment.
Oversight of state prevailing wage submissions and support of agency requirements through legislative requirement of state prevailing wage program, including internal training and support.
Maintain up-to-date knowledge of state and federal regulations.
Provide communication support by directing public inquiries to the correct departments and overseeing state prevailing wage data submissions.
Perform other duties as assigned.
Minimum Qualifications

Three (3) years professional experience working with affordable housing programs as a project or program manager.
A Bachelor's degree in B usiness Administration, Housing, Real-Estate, Finance, Accounting, or Community Development/Planning, may substitute for 12 months of experience - or - a Associate degree in the listed fields may substitute for 6 months of experience.
Experience processing property tax and insurance payments, including performing escrow analysis for multiple housing developments.
Demonstrated experience managing high-volume data entry and application processing utilizing both paper and electronic systems.
Expertise in the full training lifecycle-from development to delivery-focused on driving performance and engagement across diverse internal and external audiences.
Hands-on experience using professional housing or financial software, such as Housing Development Software (HDS), LCP Tracker, or BGI systems.
Interpersonal skills to develop strong collaborations as we as manage internal and external relationships.
Preferred Qualifications
Direct experience working with Section 8 or the Low Income Rental Classification (LIRC) program.
Proven track record of acting as a primary point of contact for federal agencies (HUD, USDA) and local government offices (County Assessors).
Experience resolving complex inquiries from the general public and stakeholders while managing sensitive financial information.
