The purpose of this position is to support the implementation stage of the Continuous Quality Improvement (CQI) cycle by translating learning from research, evaluation, case review, qualitative analysis, and community engagement into actionable change. As part of the Change Management team within the CQI section, this position works collaboratively across the section and with Child Safety and Permanency (CSP) policy and program areas to support the planning, coordination, and execution of practice and policy changes.
The CQI section's core processes and approaches are actively evolving, and this role requires comfort working in ambiguity while helping move work forward in concrete and practical ways.
This position applies change management principles to help internal partners understand, prioritize, and act on CQI findings in alignment with the child welfare practice model, state and federal requirements, and Division priorities. The position works closely with a small team (one lead and two individual contributors), coordinates regularly with research and case review staff, and engages with county and tribal partners as appropriate. This role is responsible for supporting clear communication of CQI findings and implementation considerations, tracking follow-through across multiple, overlapping initiatives, and ensuring that learning is carried through to action. The position requires strong organizational skills, attention to detail, and a willingness to learn deeply about varied aspects of the child welfare system over time.
Responsibilities include:
Represent Child Safety and Permanency (CSP) as a member of the Change Management Team in the CQI section-contributing to section-wide efforts to move learning into practice and policy implementation.
Design, develop and support the implementation of CQI approaches, tools, and products-in alignment with CSP's priorities and state/federal requirements-with the ultimate aim of improving the performance of Minnesota's child welfare system.
Contiribute to the ongoing development of the CQI cycle by supporting organizational capacity for learning, adaptation, and follow-through, and by helping align CQI activities to the Administration's mission, vision, and goals.
Other duties as assigned to carry out the responsibilities of the Administration and Department.
Minimum Qualifications

Three (3) years of experience in Social Services or Public Welfare Systems with at least two (2) of the years are working in a children's services program area (e.g., child protection, children's mental health, child welfare, foster care, adoption, etc.). Experience must include the following:
Knowledge of child welfare, child protection and foster care programs and standards and federal and state statutes, rules and regulations
Experience in strategic planning for Continuous Quality Improvement programs
Communication skills in oral presentations and formal writing for contributing to presentations, informational literature and reports, and editing the work of other professional staff
Preferred Qualifications
Five or more years experience implementing and assessing CQI and/or quality assurance in a governmental child welfare setting.
Project management experience which includes leading projects and seeing through from beginning to end.
Variety of experiences working effectively with others from different backgrounds and cultures.
